Jessica Lunsford Act In 2005, House Bill 1877, the Jessica Lunsford Act (JLA) was approved by the Florida Senate. The JLA was later amended in 2007 requiring a Level 2 fingerprinting based screening for all vendors/contractors.

Level 2 Screening consist of….
Local criminal background check Arrests of record in the State of Florida FBI information of any arrests of record (fingerprint based) nationwide

Level 2 Screenings cont.. Level 2 screenings are required for non-instructional school district employees or contracted personnel who: Are permitted access on school grounds when students are present. Have direct contact with students. Have access to or control of school funds.

Nine (9) disqualifying offenses for JLA
Sexual offenders Sexual misconduct with certain developmentally disabled clients Sexual misconduct with certain mental health patients Terrorism Murder Kidnapping Lewdness and Indecent Exposure Incest Child abuse, aggravated child abuse, neglect of a child.

The Florida Legislature passed House Bill 21 regarding the background screening of non-instructional contractors/vendors. This legislation created the requirement for a uniform, statewide photo identification badge to be worn by non-instructional contractors/vendors when on school grounds. The badge includes a photograph of the vendor, information including which Florida County School Board issued the badge, and an expiration date. Under no circumstances is a vendor allowed onto school grounds with an expired badge.

Approximately 18,000 vendors have been processed to date.
Employment Standards sends out the Vendor Tracker Database (once a month) with the status of all vendors. Vendors listed as “Not Approved” are not authorized to provide services to the District.
