3 The Rationale of the Presentation
The purpose of this presentation is to familiarise the PCD&MV with: The Department’s Benefits provisioning partners in line with Section 5 (3) of the Military Veterans Act 18 (2011); Challenges inherent in service delivery partnerships and to; Solicit where applicable, the intervention of the PCD&MV for the advancement of access by military veterans to legislated Benefits; and Some challenges are continuously addressed by the DMV and relevant service delivery partners. DMV Mandate The mandate of the Department of Military Veterans is to: Implement the provisions of the Military Veterans Act No. 18 of (2011) for the benefit of those who sacrificed personal and family livelihoods for attainment of the democracy enjoyed by all in this country today. Facilitate protection of the human dignity of military veterans by invoking where applicable, relevant Sections of Act 18 for the benefit of military veterans and their dependants. e.g. Section 5 (3) advocating for intra-Government cooperation, the Military Veterans Appeals Board and so on. 5 OVERVIEW: COOPERATION AGREEMENTS
Section 5 (3) stipulates that all organs of state …… Against this background, the new DMV activated in February 2010, established as of the same year, partnerships with sister Departments, Government Agencies and relevant organs of civil society for the provision of socio-economic support services to military veterans; Cooperation agreements have been formalised through MoUs, SLAs and Contracts; and While service delivery partners have been generally committed to deliver services to military veterans, there has been difficulties and slow progression towards cooperation in some instances. The following is progress to date on service delivery partnerships established by the DMV: Together We Move South Africa Forward

Benefit National Department/ Agency MOUs/ SLAs/ Contracts Agreement Progress Up to Date Challenges Healthcare and Wellness Dept. of Defence (SAMHS) MoU Cooperation in the provision of Healthcare services to Military Veterans. 13,973 MilVets registered in the DMV & SAMHS healthcare systems. SAMHS forwards invoices periodically to DMV for payment of services rendered Inadequate capacity in SAMHS to serve soldiers and military veterans. Hence the MoU with service provider. Lack of H&W Center for MV. Zeal Health Innovations Contract Cooperation in the provision of healthcare services to Military Veterans Access by military veterans to healthcare services at a community level. This is a new partnership and challenges have not surfaced yet. Together We Move South Africa Forward

Benefit National Department/ Agency MOUs/ SLAs/ Contracts Agreement Progress Up to Date Challenges Educational Support National Student Financial Aid Scheme MoU Cooperation in administration of bursaries to students in tertiary education institutions. 1144 students are currently in the NSFAS DMV database Late submission to NSFAS of bursars in the New Year. Improvements have been put in place for 2016 intake. Dept. of Basic Education Exemption from payment of fees or reasonable payment when DMV compensates schools for fee exemptions. 1,255 learners are currently accessing education support Many milvets do not want to complete fee exemption forms Paramount Group Bursaries for Engineering students 6 students granted bursaries and 4 Milvets are interns at Paramount. Minimal sense of urgency in Provinces for construction of houses for military veterans. Provincial Dept. of Human Settlements SLAs (9) Building of Houses for eligible Military Veterans Constructions of houses in progress. Together We Move South Africa Forward

Benefit National Department/ Agency MOUs/ SLAs/ Contracts Agreement Progress Up to Date Challenges Reducing unemployment in the Military Veterans Community Department of Agriculture, Forestry and Fisheries MoU Employment opportunities and enterprise development for military veterans and dependants 63 military veterans and dependants initially employed on the project as anti-poaching officials. Status of employment has been changed to that of service providers. A co-operative has been registered and the new status is being entrenched through the assistance of a business mentor. Benefit National Department/ Agency MOUs/SLAs/Contracts Agreement Progress Up to Date Challenges Reducing unemployment in the Military Veterans Community PiLog MoU Employment opportunities and enterprise development for military veterans and dependants PiLog & TransNet are committted to employ military 40 and 3 respectively. The interviews process is underway. None Department of Rural Development and Land Reforms 64 military veterans and dependants were employed on contract in the Poultry Value Chain project (PVC) in Silverton Currently programme is employing 29 military veterans and dependants on contract. Next Project phase is being explored. Late notification of project opportunities. Together We Move South Africa Forward

PENDING MoUs - ESM Entity Purpose Financial Implication Current Status Gauteng Department of Infrastructure Development Provide opportunities for work opportunities and enterprise development for military veterans and dependants No estimated cash transfers between parties Document has been approved by legal services on both sides . Eastern Cape Premier’s Office Document has been approved by legal services on both sides . New DG in the Eastern Cape is perusing the MOU before signature Ekurhuleni Metropolitan Municipality DMV has pronounced a legal opinion. Document has been discussed with Ekurhuleni for legal opinion and approval Sedibeng District Municipality DMV has pronounced a legal opinion. DG DMV signed off –Sedibeng Municipal Manager still to sign off. Mogale City Municipality Provide opportunities for work opportunities and enterprise development for military veterans and dependants. Provide houses for military veterans MOU under discussion by legal teams. Together We Move South Africa Forward

Conclusion PCD&MV take cognisance of the following: Progress made in relation to DMVs` endeavour to involve other stakeholders; Specifically, intervention sought from the PCD&MV is as follows: DPW – construction of Health &Wellness Centre DHS – Acceleration of housing for Military Veterans. Finally, it is important to also indicate that roll out of Benefits has highlighted the need to revise the organizational structure and amend legislation. Together We Move South Africa Forward
