IABS – CABS Comparison Billing System Differences between IABS and CABS Payments Customers will be required to change the routing location for payment processing. CenturyLink will provide notification of this change in advance of the requirement deadline. Payments – For Switched Feature Group B,C and D BANs, the payments will follow to the Switched bill. For Feature Group A, the payments will follow to the Special bill. This decision was made due to the number of FGA BANs with Monthly Recurring Charges only. We have only a handful of FGA billing usage.

Late Payment Charges – CABS assesses from the 1st day after the bill date of the previous bill, thru the bill date of the next month, where IABS does it from the bill date of the previous month thru the day before the bill date of the next month. For example, for an 11th bill date of May bill: IABS – bills LPC from Apr 11 thru May 10 CABS – bills LPC from Apr 12 thru May 11 If the payment on the April invoice is made May 18th then its possible to see LPC bill on the May bill from the April invoice for one day May 11 through May 11. And then on the June bill you will see 7 days LPC from May 12th through May 18th from the April invoice.

IABS – CABS Comparison Billing System Differences between IABS and CABS Taxes CenturyLink has completed upgrades to its tax billing systems for CABS as part of our ongoing efforts to maintain compliance with governmental requirements. Tax description abbreviations on the bill may vary slightly. In the state of Arizona when IABS billed ACC Levy (the Arizona Commission Levy), it was displayed on the surcharge page as one surcharge entry. In CABS, you will see the AZ Commission Levy displayed as being assessed at the End Office level thereby creating multiple entries for the AZ Commission Levy surcharge. Collocation services billed in IABS did not assess taxes, however that may change for CABS. CABS will be appropriately assessing taxes on applicable collocation services. FUSF (Federal Universal Service Fund) assessment will be at the circuit level. Please mark your ASR’s appropriately. Manual debits for FUSF that are done today in IABS will no longer be needed after conversion. CABS has the ability to assess FUSF/C at the circuit level.

IABS – CABS Comparison Billing System Differences between IABS and CABS Bill Format/Media CDG CABS offers an online tool which stores up to 18 months of Bills, Customer Service Records (CSRs), and remittance page history. This history will be created after the Consolidation on a going forward basis. Annual BOS updates post Consolidation will continue to follow the March implementation schedule that CABS currently uses. BOS Differences lists will continue to be provided 90 days prior to the system release. The BOS differences list can be found on under Billing Systems Information. The paper bill size will be different in CABS than IABS. IABS creates a paper bill size of 6” by 9” and CABS will be duplex printing on an 8 ½” by 11” with two pages viewable on the front page and two pages on the backside.

IABS – CABS Comparison Billing System Differences between IABS and CABS Bill format/Media (continued) In IABS on the paper CSR, the FIDs appear one on each line under the circuit. In CABS, the CSR’s will have the Field Identifier (FID) information sorted in alphabetical order. FIDs will be concatenated on a single line rather than each FID appearing on a separate line. Today when a paper bill is rendered CenturyLink provides a return envelope for payment remittance. After conversion we will not send a return envelope. The Switched and Specials CSR print image on paper will look different than the CSR image viewed through the eBill tool. The paper CSR printed will contain comparable data to validate the bill. NOTE: Technical Specifications (BOS Differences List) will explain any electronic billing file differences, if applicable.

IABS – CABS Comparison Billing System Differences between IABS and CABS General New Billing Account Numbers (BANs) which include, where applicable, a consolidation of BANs at a state level, rather than at a LATA level. BANs will still be separate for each unique CenturyLink subsidiary company. CDG CABS billing is at the State level and IABS billing is at the LATA level. This means we will consolidate multiple existing LATA level accounts into a Single State level account in CABS. Where applicable, CenturyLink will send new Billing Account Numbers (BANs) that include a unification of BANs at a State level, rather than at a LATA level, before Consolidation. Customers will file their PIU’s at the State level rather than LATA level after consolidation. Then you will see PIU’s reflected at a state level on the Bill and CSR. Monthly recurring Switched USOC’s will no longer use the Switched BCD PIU as they are moving from the IABS Switched bill to the CABS Special access bill. These Switched USOC’s will use the EF,DT (Entrance Facility and Direct Trunks) flat rated PIU. This may impact the amount billed. Customers will file their PVUs at the state level rather than the LATA level after consolidation. CenturyLink tariffs are being updated accordingly.

IABS – CABS Comparison Billing System Differences between IABS and CABS General continued In IABS, some Switched bills have charges for usage and monthly recurring charges. Where we have open disputes on a Switched bill in IABS, the open dispute will follow the Switched account in CABS. When multiple occurrences of the same USOC appear on a CSR that are all rated the same, the quantities will be added together and displayed as one occurrence in CABS for a total quantity and rate. Additionally, when multiple occurrences of the same USOC appear on a CSR and some are rated and some are zero rated, the rated quantities will be added together and displayed as one occurrence in CABS. The zero rated occurrences will not be part of the “total” quantity in CABS.

IABS – CABS Comparison Billing System Differences between IABS and CABS General continued CABS determines BIP at the time of billing based on the NECA/LERG route. Some circuits may not have been updated in IABS to reflect the new BIP of a modified route/BIP. CABS will correct the calculation during conversion. This could result in an increase or decrease in charges depending on the difference in BIP.

IABS – CABS Comparison Billing System Differences between IABS and CABS – Specials Term discounts and forbearance contract USOC’s, for most services, will convert to our month to month USOC’s and the discounts will be applied based upon the discount plan ID. This will reduce the number of USOC’s and provides consistent discount application across all our entities. Example: BP4A2 (24 month term) will become BP4AX (monthly) The current Channel Mileage Universal Service Order Code (USOC) which bills for fixed and variable mileage will be split into two USOCs – one for fixed and one for variable. Example: 1U5C2 will become 1L5XT for the flat rate and 1L5XF for the per mile rate For MOE, Frame and ATM services we are converting to 2 USOC’s; one USOC will be used for term/discount pricing, the other for month to month pricing. For example BP4A1 is used for term/discount pricing and BP4AX is used for Month to Month.

IABS – CABS Comparison Billing System Differences between IABS and CABS – Specials (continued) Multi-state facilities Circuits billing between two states in IABS are on the BAN for the state where the circuit originates. In CABS the circuit will bill on the BAN for the end office/end user location. This could cause a circuit billing on a Nebraska BAN in IABS, as an example, to move to the Iowa BAN in CABS, shifting revenue to the IA BAN. For instance: IABS BAN 402 R62 XXXX XXX has a circuit and CKL1 is in Omaha, NE. There are no ratable USOC’s at CKL 1. But CKL 3 is in Council Bluffs, IA (CNBLIAWA) and there is a ratable USOC for that leg. The circuit will move from billing on the IABS Nebraska BAN to bill on the CABS Iowa BAN. There are some exceptions to this: For example, we have Moorhead MN served by Fargo ND, (FARGNDBCRS0). And circuits served out of FARGNDBCRS0 bill on a ND BAN. In meet point situations where the end office/end user location is in ICO territory, the circuit will be on the state BAN where the L-Qwest/CTL serving office is located. When circuits have billing in both states, for example the ACTL is a collocation in WA and the end user is in ID (secondary location state), the circuit will be on the ID BAN.

IABS – CABS Comparison Billing System Differences between IABS and CABS – Specials (continued) In IABS, where we had border town circuits billed between Idaho and Washington, we were billing the Washington rate based on the LATA exception. In CABS, we will now bill the Idaho rate on those circuits and they may cause a small difference in rates billed. Facilities in IABS with both Switched and Special USOC’s on one circuit will be split into 2 circuits (same circuit ID) and will appear twice on the CSR, i.e., once with CLS and once with CLM. For example, CLS 1 T3 DNVRCOMA DNVRCOMAXXX –Facility USOC’s TKCKX, 1L5XF, 1L5XT. Then, CLM 1 T3 DNVRCOMA DNVRCOMAXXX-Switched USOC’s FE4CX, TKCNX, 1LDXF, 1LDXF, 1LDXT, 1LDXT. There are situations where IABS and CABS work a little different. In IABS, mileage is determined at the time the service is established. CABS determines mileage at the time of billing and will have a more current mileage calculation, e.g., where V&H coordinates on a route table have changed due to consolidation/movement of equipment that the circuit connects to. Some circuits may not have been updated in IABS to reflect the new mileage of the modified route. CABS will correct the calculation during conversion. This could result in an Increase or decrease in charges depending on whether the mile is +/-.

IABS – CABS Comparison Billing System Differences between IABS and CABS – Specials (continued) With Metro Optical Ethernet (MOE) services in IABS, the related UNI/ENNI circuit is found following a QTA0 FID. In CABS, that circuit information will now be found following the RUID FID below each CKL/CLKT. ITP/EICT USOCs: TKCCP, TKCFP, TKCCA, TCKFA do not bill anything in IABS and will therefore not convert to CABS. In IABS, we display UDP’s (Up Down Pairs) on the CSR based on the service level, i.e., UDP, U6P, and U7P. In CABS, we will use UDP, and UDP7. The quantity on the CSR with the UDP will be all inclusive and not representative of each type of group of trunks. The total UDP’s will include any SS7/CCSAC channels. However we will display UDP7 with the SS7/CCSAC channels separately as well following the UDP7 FID. In the CSR example on the next slide, an OC48 has 411 channels consumed, the CSR displays UDP Of those 411 channels, 48 are consumed by SS7 trunks. The UDP7 FID under CKLT2 displays this information:

IABS – CABS Comparison Billing System Differences between IABS and CABS – Specials (continued) USOCs on Collocation BANs with multiple quantities and different RTE rates will have the RTE removed and will rate according to the tariff rate. This will cause differences in billed amounts. Existing USOC B2CHP in IABS had +$5 added in the USOC rate calculation and this will no longer happen. Also, note that B2CHP converts to USOC B2CNX in CABS. Example: 1 B2CHP/ SED /TRAK BAN XXXXXX /RTE LOCAL 100% X 1 X (goes away) (17.96) now $12.95 In IABS, where there are multiple occurrences of a USOC (i.e., the same channel termination USOC at CKL-1 & CKL-3, the same USOC with a different quantity per Collocation job/request), these USOCs will be aggregated in the conversion to CABS and display once with a quantity greater than 1 for some point to point circuits and Collocations. This may cause charges to be different by pennies due to rounding. CLF Facility and CLM Message circuits in IABS contain spaces as a delimiter. In CABS, circuits will contain a period as the delimiter when presented on the Bill and electronic media (e.g., 101 T1ZF BOISIDXXXXX GRVWIDXXXXX will convert to T1ZF.BOISIDXXXXX. GRVWIDXXXXX).

IABS – CABS Comparison Billing System Differences between IABS and CABS – Specials (continued) For disconnects & deletes, OC&C will be created for the current month’s fractional charges in one entry to ensure that the amount billed is the amount credited. Any necessary OC&Cs for prior months are then generated based on what was billed. All will list under the same order. In IABS, the OC&C fractional credit displays as one entry covering the current and past months billing. For multipoint circuits, the CKL location numbers may change from IABS to CABS. For example: a circuit in IABS with locations 1,2,3,4,6,7,11, 20, 22, 26, 28, 35, 51, 81, 84, 86, 88, 98, and 105 will now be renumbered to 1 thru 19. If there is a Chan Term or EICT USOC at two locations, on the CABS CSR, it would aggregate them at the last location rather than display at location 1 and 2 or 1 and 3 like IABS does. On 2 point circuits, CABS CSRs display all the USOCs at the last circuit location. FGA Monthly Recurring Charges on a facility bill may now have a BIP (Billing Interconnect Percentage) applied, where in IABS no BIP applied.

IABS – CABS Comparison Billing System Differences between IABS and CABS – Switched Switched invoices will summarize usage details at a master Carrier Identification Code (CIC) level. CenturyLink assigns the master CIC and it is most likely (although not always) represented by the ‘primary’ CIC or Operating Company Number (OCN) for a Customer. For the usage summarization on the IABS FG (Feature Group) D Switched bills, IABS presents CICs (based on the CIC in the usage record) separately under a given OCN. On a CDG CABS FG D bill, the Customer will see usage summarized at the OCN/CIC level (rolling multiple CICs into one). The Usage detail section of the bill will not display a rate element if the Minutes of Use or Transactions quantity times the rate equals $ The MOU/ Messages information will be available on the Stat’s & Factors page. ACTL’s will no longer display the address and CLLI in the ID section of the Specials CSR. ACTL’s for Switched will list as either zero or 0001.

IABS – CABS Comparison Billing System Differences between IABS and CABS – Switched (continued) On some IABS Bills (Wireless/Switched), you are referred to the CSR for the monthly rated charges for detail. In CABS, the bills show the Facility listing by circuit. Monthly recurring USOC’s on Switched BANs will move to Specials BANs. With this change, the PIU will reflect the use of EF,DT (Entrance Facility, Direct Trunk) flat rated PIU. When Feature Group A, B, C, D, and Wireless Type 2 BANs are split into two BANs in CABS, one BAN for Usage and one BAN for Specials (facilities), balances from prior billing in IABS will move to the Switched BAN. When IABS Switched BANs are consolidated into one BAN in CABS, if there were different PIU’s filed at the LATA level, CABS will use the highest PIU filed in that state. Application of PVU (Percent VoIP Usage) for FGD BANs in IABS is done via adjustments (credit/debit). Application of PVU in CABS will be done with MOU rating and presented in the Intrastate MOU usage detail section.

IABS – CABS Comparison Billing System Differences between IABS and CABS – Switched (continued) 800 Database Query Records Process Change There will be a change in the processing of 800 Database Query Records (115085/86). The CABS process sorts the 800 Database Query Records based on the Point Code that sent the query, and then will distribute the records. Additionally, the CLLI code provided in the record will now be based on the CLLI code associated with the Point Code. This is a change from the IABS process which sorted the 800 Database Query Records for distribution based on the NPA NXX associated with the call that initiated the database query. This change in process is expected to cause some variance in the number of records received as part of the customer’s Access Meet Point Billing File. Usage BDT records Today IABS produces record types xx for wireless usage. In CABS, the wireless usage will be on XX records. To denote wireless, your company code on the CABS BAN will start with a “6 “ for Wireless. MT CCL Intrastate charges are provided in IABS using the XX usage detail record; CABS will be using the XX OCC detail records.

IABS – CABS Comparison Billing System Differences between IABS and CABS – Switched (continued) Application of ISP for those CLEC (LIS) customers that have opted in IABS applies OCC adjustments for ISP. CABS will display the MOUs for ISP (total non-transit Local MOUs X ISP %) in the usage detail section under the Interstate jurisdiction using the ISP rate of .0007 FG-D IABS did not bill for originating 800 database MOUs when the calling party number did not belong to CTL. CABS will be billing for those MOUs. Wireless customers that were getting a Recip Comp usage credit on the IABS bill (in their OC&C) will now see a credit adjustment that will be applied to the CABS bill in the following month. In IABS CNAM accounts present the message charges for multistate: AZ and CO; CNAM accounts in CABS will present message charges using a single state: CO.

IABS – CABS Comparison Billing System Differences between IABS and CABS – Switched (continued) Transit IABS bills transit usage on LIS accounts for Interstate and Intrastate jurisdictions using the rate (a rate product mgmt developed). CABS will not use the rate to bill Interstate LIS transit usage; Interstate LIS transit usage will be billed using the Interstate tariff rates for Switched Transport (as applicable): Transmission Fixed Transmission Variable Tandem Switching Common Transport Mux CABS will use the rate to bill Intrastate LIS transit usage for all L-Q states. IABS Collocation BANs today appear in a Switched format with an OCL and the Monthly Recurring Charges (USOC’s) below. These MRC USOC’s will move to a Specials BAN hierarchy. We will take the CLF floated below the OCL and have the CLF on the Specials BANs with the MRC USOC’s that were associated with that given OCL.
