Team Level 1 – Community Surveillance
Capability – Reactive only Logistics (Minimum requirements) Team Structure (Minimum levels) Competencies of Personnel (Minimum required) Deployment & Incident Command Systems (ICS) Standalone or to enhance support for other teams. Surveillance cover for prevention and to provide safety information. Act as person at the scene of an incident to bring in outside help Able to make direct contact with HMCG for incidents Available and declared as agreed with HMCG and LOP Systems in place to ensure support role Ideally 2 team members but 1 sufficient if confident to work on own (solo operation subject to assessment) Good communicator. Eye sight to set standard. Team Type 2 – First Aid Station
Capability - Pro Active Logistics (Minimum requirements) Team Structure (minimum levels) Competencies of Personnel (Minimum number required) Deployment & Incident Command System (ICS) Standalone first aid patrol or working with lifeguard patrol Minor First Aid Major first aid Understand their roles with HMCG Surveillance & Proactive activity Be available and declared as agreed with HMCG and LOP Systems in place to ensure adequate supplies i.e. first aid kit 1 Person in Charge 1 team member *numbers must match RA+LOP Person in Charge is for managing operations and safety administration First Aid Qualified (1) SLSGB First Responder (1) Demonstrate knowledge of beach environment and lifeguard patrol systems including basic understanding of ICS Complete incident Reports Equipment Transport Communication Medical Decontamination Testing Vehicle to carry equipment and personnel – optional Qualified driver. Team Type 3 – Lifeguard Limited Capability Patrol
Low Risk Location – Limited resources. Capability - Defined by competencies & RA + LOP Logistics (Minimum requirements) Team Structure (Minimum 2 persons) Competencies of personnel (Minimum number required) Must match volunteer numbers of RA+LOP Deployment & Incident Command System (ICS) Standalone “Outpost” lifeguard patrol operating in a small defined area with limited response capability Minor and Major First Aid/Trauma Understand their roles with HMCG Surveillance, Proactive safety advice activity and limited rescue response Be available and declared as agreed with HMCG and LOP Systems in place to ensure adequate supplies i.e. first aid kit 1 Patrol Captain 1 member *numbers must match RA+LOP Team Leader is for managing operations and administration for both SLSGB and Club Committee SLSGB Patrol Captain (1) SLSGB Lifeguard NVBQL SLSGB First Responder 1 person must be a qualified SLSGB First Responder If “Boat” status then IRB crew must be in addition to above Demonstrate knowledge of beach environment and lifeguard patrol systems Complete incident Reports Equipment Transport Communication Medical Decontamination Testing Vehicle to carry equipment and personnel – optional Qualified driver. Capability - Pro Active/ on call service Logistics (Minimum requirements) Team Structure (Minimum 3 persons) Competencies of personnel (Minimum number required) Must match volunteer numbers of RA=LOP Deployment & Incident Command System (ICS) 1 team /Boat Helm Driver 1 Lifeguard/Crew 1 Shore Based support Team members must meet numbers based on RA+LOP SLSGB Surf Lifeguard (2) SLSGB Responder (1) Boat IRB Crew (1) Boat IRB Helm (1) Minimum competency for shore based support is Lifeguard Support An on call service as requested under the HMCG Minor First Aid and Major first Understand their roles with HMCG Search and Rescue capability Be available and declared as agreed with HMCG and LOP Systems in place to ensure adequate supplies i.e. first aid kit Basic understanding of ICS Complete incident Reports Equipment Transport Communication Medical Decontamination Testing Vehicle to carry equipment and personnel – optional Qualified driver. Next Steps SLSGB will train a small group of Patrol Captains to enable a controlled pilot of not more than 6 clubs just in the Cornwall Region to be able to declare to HMCG Level 3 and 4 Patrols (Require a Patrol Captain) All patrols that require First Aid support (2,3,4 and 5) will require those involved to be accredited users of the “NUDGE” card system. This will be a new supplementary unit delivered by TA’s who will need CPD for this award – will eventually be added to all First Aid qualifications.

Level 1 Patrol Volunteers will need to be trained
Level 1 Patrol Volunteers will need to be trained. This will be a new award delivered by TA’s requiring TA’s to be trained to deliver the award. All Clubs wishing to Patrol enter into a new patrolling agreement with SLSGB that in turn will provide the capability to declare to HMCG. This will require an SLSGB managed audit of both equipment and people. Patrol capability will be specific to resources available but can be amended as circumstances change. There will be an annual review to renew for the following year

More About Declaration to HMCG
HMCG recognised Patrols accredited to patrol by SLSGB. This will be established by a SLSGB/HMCG Register. The Framework sets out the capability of a Patrol for the HMCG Operations Controller. Clubs will commence and cease a Patrol formally by direct communication with HMCG Operations ( Log on - Log off) When a patrol is deployed it is controlled by HMCG Operations Patrols are an approved SLSGB activity for the purposes of insurance but cover is limited to existing policy levels
