Science Leadership - initiate, develop and coordinate high quality international scientific research in the Antarctic and Southern Ocean region Scientific Advice - provide objective and independent scientific advice to the Antarctic Treaty System and other bodies, such as the IPCC First of all… What is SCAR? SCAR is an interdisciplinary body of the International Council for Science (ICSU) with (as of 2013) 37 member countries and 9 ICSU unions. Its Mission is two-fold: 1. SCAR groups of Interest to EC-PHORS
The Southern Ocean Observing System – SOOS SOOS is an international initiative of SCAR and the Scientific Committee on Oceanic Research (SCOR). Its mission is to facilitate the collection and delivery of essential observations on dynamics and change of Southern Ocean systems to all international stakeholders (researchers, governments, industries, etc.), through design, advocacy and implementation of cost-effective observing and data delivery systems. Solid Earth Responses and influences on Cryospheric Evolution (SERCE) Advance understanding of the interactions between the solid earth and the cryosphere to better constrain ice mass balance, ice dynamics and sea level change in a warming world. Antarctic Climate Change in the 21st Century (AntClim21) Deliver improved regional projections of key elements of the Antarctic atmosphere, ocean and cryosphere for the next 20 to 200 years and to understand the responses of the physical and biological systems to natural and anthropogenic forcing factors. Antarctic Near-shore and Terrestrial Observing System – ANTOS Establish an integrated and coordinated transcontinental and trans-regional environmental monitoring system to identify and track environmental variability and change at biologically relevant scales, and to use this information to inform biological,physical, and earth science studies.

Antarctic Sea-ice Processes and Climate – ASPeCt Improving our understanding of the Antarctic sea ice zone through focussed and ongoing field programmes, remote sensing and numerical modelling. Snow in Antarctica – SnowAnt Improve the knowledge on depositional and metamorphic processes in Antarctic snow and its feedbacks to the climate system, develop a snow classification for Antarctica, protect pristine snow areas, and implement a database to document disturbed areas, historic snow profiles, accumulation data from AWS, stake farms, surface radar profiles, shallow firn – snow cores. Past Antarctic Ice Sheet Dynamics (PAIS) Improve understanding of the sensitivity of East, West, and Antarctic Peninsula Ice Sheets to a broad range of climatic and oceanic conditions and to improve confidence in predictions of ice sheet and sea level response to future climate change and ocean warming. Antarctic Permafrost, Soils and Periglacial Environments – ANTPAS Develop an internationally coordinated, web-accessible database and monitoring system on Antarctic permafrost and soils.

Forum for Research into Ice Shelf Processes – FRISP Aims to coordinate the community engaged in research on the glaciological, oceanic and atmospheric processes governing the behaviour of ice shelves that are key to the ice sheet contribution to sea level change. Antarctic Clouds and Aerosols – ACA Organise an international large scale campaign to investigate clouds and aerosols in Antarctica through a series of special observing periods when intensive ground-based measurements would be made at the same time as in-situ measurements using instrumented aircraft.

DECISIONS/ACTIONS REQUIRED
The Panel is invited to decide on the following: To seek advice/feedback from the Forum for Research into Ice Shelf Processes (FRISP) on activities or needs for information on ice shelf processes and ice-sheet ocean interactions; To consider helping to encourage the use of ASPeCt sea ice observation software to increase standardized data collection and sharing; To ensure the data from the Antarctic Master Directory feeds into WMO platforms and activities; To advise on establishing a Memorandum of Understanding / Letter of Agreement to formalize the SCAR/WMO partnership, perhaps together with the International Arctic Science Committee (IASC);

DECISIONS/ACTIONS REQUIRED
To consider the proposed examples of potential joint activities as listed below: Organizing a workshop with various groups working on long-term observations in the Antarctic to better connect efforts from WMO and SCAR, including but not limited to SOOS and ANTOS; Working together to ensure Antarctic Stations are considered/included in GCW CryoNet where possible; Considering an international overview/update of what space observations are needed for various fields of Antarctic research, what is being planned by the space agencies and how we might work together to meet any outstanding needs currently not being addressed. The Panel is invited to make the following Recommendations: Executive Council to promote strong advocacy for an increase in long-term Automated Weather Stations in strategic locations (e.g., coastal and West Antarctica), increased weather balloon releases from ships during voyages, and increased deployment of surface drifters;
