How We Operate: IPT Roles & Responsibilities
IPTs are assemblage of employees drawn from different competencies. They perform under the direction of an IPT Lead to produce products and services for customers based on requirements contained in a statement of work or similar document. Communications with Industry: Information Warfare Research Program
Initiated effort to establish research partnership between the Government and an industry-academia consortium where collaboration opportunities are maximized Modeled after National Shipbuilding Research Program Objective is establish An “research partnership” between the Government and a consortium of technology providers in the information warfare domain The government lead is SSC Atlantic and will include multiple sponsors (PEO or SYSCOMS) The “Consortium” is a group of for-profit, not-for-profit and/or non- profit companies, universities and other academic research organizations having competence in the technical domain of interest Utilizes “Other Transaction” (OT) that operates outside the Federal Acquisition Regulations (FAR) Statement A: Approved for Public Release. Communications with Industry: How IWRP would work
Government contracts with industry partner to administer the program as consortium manager Consortium Manager releases solicitations annually for three types of projects: Panel Projects: Basic research (up to 12 mos.) with a $150K cap fully funded by the Navy Major Research: Project (up to 36 mos.) bound only by the available budget and number of worthy proposals received; members cost share Government competitively selects teams best suited to perform Ad Hoc Initiatives Funded with specific focus areas; are quickly established to include all stakeholders; and disbanded when complete Consortium manager negotiates and makes awards Industry delivers solutions to the end user Statement A: Approved for Public Release. Industry Engagements Prepare – Attend – Participate Provide backup documentation for cost (DCAA, payroll records) Provide mapping of labor categories to the solicitation’s personnel qualifications (education, experience) Provide feedback Contracts Industry Council (CIC) Draft RFPs responses RFIs responses Support Reverse Contracting Session at next SBIOI My team provided the following for consideration of how industry can help: One thing we have discussed in the past is ensuring that Industry reads the drafts that we issue and comes to Industry Engagements prepared so that we can make the time spent as meaningful as possible. Something general in nature like providing as much backup documentation for cost (DCAA, payroll records, etc.) and the impact that has on our ability to award faster.... we need them to not only read the drafts, but also provide meaningful feedback and questions. We also need for them to provide the needed mapping of labor categories to the solicitation's personnel quals with respect to education and experience requirements.
