TIMOR LESTE - Vision Long term vision
- Achieve universal access to water and sanitation by 2030 and 91% families using improved toilet by 2020 - 20% reduction in U5 stunting (from 51.9% in to 42% in 2019): WASH is the important contributor. Focus for - Stregthen legal framework and improved planning and management for sustainable and equitable access. - Increase investment in rural and urban WASH sector to improve institutional capacity and incease services. - Enhance inter-ministerial/inter-sector coordination for synergy and sustainability. Water: 69% access to improved water (JMP 2013), on-track for MDG Sanitation: Slow progress, 39% use improved toilets and 29% practice OD (JMP 2013). Rural-urban inequalities: Rural OD 39% and urban OD 8% - 92% of people practicing OD live in rural areas

Challenges Key Opportunities
- need for policy and costed strategic plan for effective resource mobilization; - need to strengthen institutional capacities for effective programme delivery and sustainability, especially at sub-national levels; - increase effectiveness in coordination amongst the sector ministries (MoH, MoPW, MoE and MSA), both at national and sub-national level. - strengthen monitoring and reporting systems. Tools used: Water and Sanitation Information System (SIBS), WASH Forum and Sanitation Theme Group Meetings

Progress on 2012 commitments
Key achievement areas - Adoption of Basic Sanitation Policy and mainstreaming of Community Led Total Sanitation (CLTS); - Increase investment in Human Capital (sanitarians for sub-districts, sanitation technicians for districts, and sub-district facilitators for water); - National Government Monitoring System for Water & Sanitation (SIBS)established and operational. Areas of slow achievement - Investment in Rural and Urban WASH infrastructure and their operation and maintenance; - Finalization of water resource and water supply policies. Carry-over to 2014 - Increase investment in Rural and Urban infrastructure and their sustainability (O&M); - National consultation and finalization of water resource policy and law and water supply policy; - Develop and cost WASH strategies - Continue to invest in SIBS and assets and human resources mapping.
