SUMMER SCHOOL CLOSURE OPERATION Supporting Operation Project
SCHOOL CLOSURE - AIMS SUMMER SCHOOL CLOSURE OPERATION Supporting Operation Project Friday 23rd July 2010 Aims to deliver a sustained, familiar and guaranteed visible deployment between 13:00 and 16:00 in and around priority schools, colleges, key transport routes and interchanges that: minimises the risk of serious youth violence; reduces the number of youth victims of violence; increases engagement with young people; provide reassurance to young people, parents/carers and the wider community.

SUMMER SCHOOL CLOSURE FRIDAY 23rd July
Deployments focused between 13:00 & 16:00 on Friday the 23rd July 2010 For this operation only: the Police duty officers number can be used to report issues relating to this operation on SNTs and schools officers to be patrolling outside schools at closing time. ASBAT patrolling outside schools at closing time, Streatham. Street Care to deploy an environmental operation in Brixton Town Centre. CCTV to concentrate on Brixton Town Centre. Fire Service to be in Brixton Town Centre. Schools Pastors to be present at Archbishop Tenison School and Brixton Town Centre. Park Rangers to focus patrols in St Matthews Peace Gardens. Fire Service Lambeth Fire Service have attended commercial buildings and found inappropriate sleeping accommodation within the Buildings. A ground floor workshop was attended recently and on the first floor was a row of beds. There were no washing or kitchen facilities. This is against fire regulations and a risk to safety. If you find any of these locations please pass the information on to Lambeth Fire service. or in an emergency call 999.

Neighbourhood Watch Personal Safety Tips
When you’re out and about look purposeful. Assertiveness in the way you behave reduces perceived vulnerability. Avoid using your phone or iPod in public, especially immediately after leaving railway/bus stations. Loud personal music affects your awareness of your surroundings. Don’t draw attention to your valuables. Out of sight is safer. It is easier for wallets and purses to be removed from back pockets so carry in a front one. Avoid short cuts down alley ways and across parks. Move away from suspicious people. Trust your instincts. Use a pre-booked minicab or licensed taxi. Know what you are getting into. Report non emergency incidents to the police on In an emergency always ring 999.

Neighbourhood Watch Summer Time Burglary Prevention Tips When you leave your home please lock it up. This means all windows and doors. Several of the new windows allow for ventilation - don’t just put the handle down in this position make sure you lock it as well. When upstairs or in the garden ensure the windows/doors are out of sight from you are secure - don’t think because you are in you will hear what’s going on. Don’t leave expensive property in view of passers by and don’t leave keys on a table near the door or window. There has been an increase in theft of bicycles from premises. Lambeth Knife Possession Offences
Green = Knife Crime offences Black = Knife Possession offences Red = Knives found Possession Offences 9 offences of knife possession: 5 Bladed Article and 4 Offensive Weapon. 5 of the accused were youths. Knives were mainly lock knives (5). Main area is Larkhall/ Clapham Town vicinity. Test purchase operations including knives in the identified areas. 26th to 29th July and 2nd to 5th August. Trading Standards and ASBAT Team Brief Concierge and Estate Service staff about what to do if they find knives on their estates.

Re-Emerging Area: Streatham High Road
5 Personal Robberies TIME/LOCATION Offences along Streatham High Road, south of Police Station 3 at weekend, 2 during the week 3 between 2320 – 0300hrs, 2 between hrs VICTIMS 5 male and 1 female victim Main age range 19-40yrs Default patrol for ASBAT Team. Week 1 – 3 offences Week 2 – 2 offences

Streatham Hill Offences: 8 residential burglaries 5 day-time, 2 overnight. Items taken: All portable electrics, vehicles. MO: Venues are either houses or flats in converted houses. Mainly communal door slips with flat doors slipped or forced. All doors locked on Yale only. Burglary crime prevention advice to be targeted in the area especially in relation to leave vehicle keys available. Target this area to start new NHWs. Window/Door alarms distributed to vulnerable victims, Adult Social Care.

YOUTH CRIME OFFENDERS There were 183 offences with youth suspects/ accused between 05/07/2010 to 18/07/2010. This is a decrease of 12 offences (6.2%) compared to the previous two weeks. Youth offences this fortnight are running at a similar level to the same fortnight last year (185). Biggest ward contributors: Coldharbour (19), St Leonards (12), Vassall (12), Ferndale (11), Tulse Hill (11). Main offences were: Robbery of the Person (36), Possession of Cannabis (18), Snatch (15), Common Assault (12), ABH&M/Wound (11). The peak days for offending were Saturday and Monday. The main time for offending was between , peaking around 1800 hours.

Coldharbour Ward/Town Centre Area
YOUTH CRIME Priority Area Coldharbour Ward/Town Centre Area 13 offences within this area include: Possession of Cannabis (5); Snatch (2). Of note is the fact that there were no robberies. The peak day for offending was: Saturday (5). The peak time period for offending was the evening, between 1800 and 2359 (6 offences). There were also 5 offences in the afternoon ( ). There were no offences between midnight and 0900. Victim and suspect referrals to Young and Safe. Street Pastors to patrol the area. Young and Safe to deploy key workers to this location.

Anti-Social Behaviour Action Team ( ASBAT) Tasks School closure patrols in Norwood 22rd and 23th July. Test purchase operation with Trading Standards 26th to 29th July and 2nd to 5th of August. Patrols on the Lairdale Estate re. increased ASB. Default patrols to support the A23 Team re. robberies in Streatham.

Long-Term ASB These locations have the highest number of reports over the past 2 weeks as highlighted by Oval SNT Wilcox Road – Oval There are historical issues with ASB and drug activity, identified by Oval SNT Further action consider problem solving analysis to re-determine options; engagement with community to gather intelligence; explore idea of business watch with premises; utilise images caught of the existing CCTV. Dorset Road - Oval There are historical issues with ASB and drug activity identified by Oval SNT. Various measures already implemented to tackle issue including dispersal order. Further Action Consider problem solving analysis to re-determine options. Consider mobile CCTV.

Single Reports of Note in the last 2 weeks These reports have been received by the SNTs. The intention is to deal with these issues before they escalate by supporting the SNT Bondway SW8 – people are entering premises causing ASB and taking drugs. (Oval) Squatters at Metcalfe House, Larkhall Estate. (Larkhall) Squats established Broadstone House. Dorset Road (Oval) Hillside Gardens Park - condoms and drugs paraphernalia found in the buggy shelter outside the One O’Clock Club. Access is being gained via hole in the fence. (Streatham Hill)

MINT BAR There have been complaints from residents close to the Mint Bar in Streatham regarding noise, illegal street trading and ASB at 3am when the bar closes. SNTs are patrolling the area. Action

Complaints have been received from residents in the Waterloo area regarding ASB caused by young people attending the area and having impromptu parties in the area around the London Eye. The young people often arrive in stretch limousines. These parties can go on until 3am. It is believed that they are under the legal drinking age but are able to buy alcohol from shops in York Road, Chichley Street, Waterloo Road, Lower Marsh and The Cut. Action
