3. Achievements
The Byzantine Empire reached its peak under the emperor Justinian, who reigned from 527 to 565 BCE. Like other Byzantine rulers, Justinian was an Absolute Ruler, a single ruler with complete authority. Justinian hoped to recover the Western (Roman) provinces that invading tribes had seized. During his reign, Byzantine armies did reconquer parts of North Africa, Spain , and Italy. These conquests were expensive, however, and they were temporary. The achievements of the Byzantine Empire were in other areas.

8. Russia and Eastern Europe
The first Russian state was established in the 800s. This early Russian state was centered in the city of Kiev, present-day Ukraine. Kiev’s location on the Dneiper River made the city easily accessible to Byzantine traders. States such as Poland, Hungary, and Serbia also traded with the Byzantine Empire. This trading helped bring Eastern Europe into the Byzantine Empire.
