Growing Trend Nationwide Working Inwards from Coasts CA, CT, AZ, MA, RI, ME, PA, NY NY Most Recent – May 2015 via Senate Bill S5205B Municipalities Pushing for Ownership Nationwide FL, CO, MI, OH, IL, TX and others Advantages Better Private Service – Maintenance & Install Lower Rates Reduced Energy Consumption Additional Revenue Source CO2 Reduction From a municipal perspective, there has been a growing trend nationwide to acquire and own your streetlights. Emphasize that NY JUST made it legal in May 2015, Maine 2013 –PUC required the utilities to offer a customer owned tariff.

Southern California Edison “Opens the Doors” Queue opened in 2014 Closed August 15, 2015 Paid $10,000 to Enter Queue Municipalities Pushing Back Permanent Program – Nationwide Standard Many Plan to Acquire Huntington Beach, Rancho Cucamonga, Palmdale, Orange, Stanton, WRCOG and others SCE opens the doors as a result of growing pressure from CASLA (California Streetlight Association) and the municipalities supported by it (Huntington Beach, Rancho Cucamonga and many others) Municipalities threatened to condemn the system and municipalize rather than pay high rates for substandard service given that SCE had more than recovered any costs for initial installation of the system. Changes in leadership resulted in closing of the queue as SCE tried to stop the bleeding Cities that got in had to pay $10,000 to wait in line to find out how much their system would cost to acquire Many are still angry and trying to push for a permanent acquisition program as is standard nationwide Many still angry for the program closing…such as Irvine, Victorville, Hanford, others

Perfect platform Power Location Density Conversion to LED SAVINGS 7 pin NEMA receptacle Streetlights are a perfect foundation for the myriad of digital infrastructure components coming to the market. Perfect…..power, location, abundance of locations. Upon converting to LED you can achieve a minimum of 50% reductions in streetlight costs. Many of our projects have less than 7 years ROI. In the northeast……less than 4. We know that the city is not going to save that money but spend it somewhere else. Controls could be an option, but up to now its been a hard sell because there are few and far between utilities have a cost tariff that allows for direct metering where you can dim your lights and save additional money. So all of the bells and whistles of “only pay for what you use” with the utility grade internal meter and “lets dim the lights after 2am to save more money” is largely not possible in most cases.
