Changing World of Waste Management
In the Sea to Sky Corridor
2
Global Change in Waste Management affects us all
Waste Disposal Diversion of Waste Trucks & Transportation Equipment Economy Technology Regulatory Education
3
Since 1965 the PRIMARY SHIFT IN WASTE MANAGEMENT
From landfilling of waste one stream To diverting waste from landfills multiple streams REDUCE REDUCE REUSE REUSE RECYCLE RECOVERY LANDFILL LANDFILL
4
Waste Disposal…. Waste was burned in back yards, dropped in oceans, and the bush (waste composition was different) 7 Landfills in region Squamish - downtown on edge of the dyke – to current site in Cheekeye Whistler – Driving range – to Function – to Transfer Station in the Callaghan Pemberton – south off hwy Devine Britannia Beach Birkin Mount Currie Tipping fee No charge Squamish landfill in 70’s opened with $35/MT Whistler landfill charge by cubic yard til 2000
5
Solid Waste Management Plan….
Most Significant change Early 90’s MOE required regional Districts to put together SWMP Forced region to work together for common goal Goal to reduce waste by 50% per Capita
6
Transfer Stations instead of landfills
Solid Waste Plan was to ship waste to Rebanco with increased tip fees Municipalities realized these increased tip fees would be better in their programs with existing landfills Whistler then and now Pemberton then and now Devine then and now
7
Diversion of Waste One stream to Multiple Streams….
Number of waste stream has gone from 1 to 14 plus Cardboard & Paper Tin & Alum Plastics Glass Organic Food Waste Biosolids Plastic Film Polystyrene - Styrofoam Mattresses Construction Wood Waste Brush & Landscaping Gypsum Tires Steel
8
More Waste Diversion - EPR Programs
Provincially mandated programs to capture waste from products with the cost to the users/producers of the product AlarmRecycle BC Used Oil Management Association Brewers Association of Canada Call2Recycle Canadian Brandowners Residual Stewardship Corp Electrical Equipment Manufacturers Association Electronic Products Recycling Association ElectroRecycle Small Appliance Recycling Program Encorp Pacific (Canada) LightRecycle Post-Consumer Pharmaceutical Stewardship Assoc Outdoor Power Equipment Institute of Canada Product Care Recycle My Cell Switch the 'Stat The TELUS Return and Recycle Program Tire Stewardship BC
9
Coordinate Flow of Multiple Streams….
Transfer stn Depots & Curb End Market 20MT/day Recycle Ctr
10
Organics & Green Waste….
We owned & operated a facility between learned a few lessons RMOW now own a facility bio solids; food waste; green waste; and wood waste 50 MT per Day 15,000 yards/year
11
Trucks & Transportation
The need to move waste in most efficient way ‘65 - Side load packer manual load – gear driven packer ’70– Side load to dump bins – hydraulic driven packer ‘70 – Roll off Truck – larger loads ’79 – Front load to drive on to bins and manage larger 6 and 8 yard bins ‘85 – Igloo Truck – depot site recycling
12
Trucks & Transportation
The need to move waste in most efficient way late ’90’s - More Front load tucks for Multi streams ‘98 – Tote dumper on truck ‘06 – Automatic Arm Tote Dumper ‘06 – Tractor Trailer
13
Equipment The need to collect waste in most efficient way
Different equipment required for different areas Shredders Balers Compactors Grinder
14
Equipment The need to collect waste in bear country
Bear bins – Bear task Committees Generations of bins – need to keep bears out but let people in
15
Equipment Bear bins And ensure the customer was able to get a fair load in it 2011 – developed a unit we have a patent with the manufacturer
16
Before & After Residential Totes
Curbside garbage in Squamish to 65 Gallon Totes bi-weekly In 2009 added Recycling Tote and Bear Proofing Now in Pemberton, Britannia Beach, and Furry Creek
17
Changes over 48 years Tip Fees $0 120.00 Fuel 0.25 1.40 Labour 2.50 28.00 Economic Changes Additional costs associated with Pick Up more material types Waste Removal Service is an increasing cost to all waste generators Pricing strategies – Utility to User pay
18
Technology MDT From Landlines to fax machine to Cel phones and email
GPS Tracking On board scales for bin weights MDT terminals for routes and service records Accounting and tracking programs more complex to manage data RFID systems on Compactors – ¾ full alerts to all
19
Regulatory Tipping Fee Bylaws Garbage not to contain more that 5% recyclable material – tipping fee doubles Green Fence- China Markets for Recyclables – volitile MMBC mandate to a 3% contamination rate
20
Education Byline – Recycling For Your Future Champions Simply Recycle
Recycleman Websites Staff Strategic Planning Facebook Tours Radio Ads Seasonal workers Community Clean Up Events Working with Special Event planners
21
Lot’s of work to be done as we head towards Zero Waste….
