The National Fund for Environmental Protection and Water Management
27 years of experience in financing projects for environmental protection established in 1989 when the political changes started in Poland main element of of the environmental protection financing system in Poland leader in the implementation of European funds and foreign mechanism of financing environmental protection in Poland the current level of financing environmental protection is approx. 5-6 bl PLN annually, 50% from EU funds and 50% from national funds

The role of the NFEP&WM in supporting municipalities in Poland
The Fund is a governmental agency; it finances environmental protection projects according to the Polish environmental protection law. It is a kind of treasury of the Ministry of the Environment. We work together with 16 regional environmental protection and water management funds. Bank for Environmental Protection – 52% of shares

Results of the NFEP&WM activity

The role of the NFEP&WM in supporting municipalities in Poland
The Fund is well-known institution among municipalities. We have given support to most of Polish municipalities out of 2478 – the total number of municipalities in Poland. Since 9th October 2014 the NFEP&WM is the National Coordinator of Covenant of Mayors.

The role of the NFEP&WM in supporting municipalities in Poland
Examples of the NFEP&WM support for municipalities: Support for projects contributing to the implementation of the EU 20/20/20 climate and energy package. The NFEP&WM implements Advisory project for municipalities which want to introduce emission reduction actions on their territory e.g. low emission plans and low emission investments. Some of them are signatories of Covenant of Mayors. The project is financed by EU under Operational Program Environment & Infrastructure (estimated project costs – EUR 30 million for years ). The NFEP&WM is a Project Implementation Unit which has been working since April The project is implemented in cooperation with regional partners.

Environmental effects
Annually: the range of educational and promotional projects implemented affects approx. 100 ml people a network of 62 measuring and monitoring stations is maintained (throughout the entire country) the protection level of 100 species included in the red book of endangered species is increased restoration or ensuring proper protection of ecosystems on the surface area of approx. 500 thousand ha is supported

Investments in wastewater management outside of Poland, in the catchment area of the Bug river
The legitimacy of NFEP&WM participation in co-financing investments outside of Poland, in particular beyond the eastern border of Poland, results from potential threats for the quality of water caused by underinvested and malfunctioning sewage treatment plants, as well as facilities accompanying them. Aquatic hazards in Poland caused by such facilities are confirmed by examinations conducted by the Inspection of Environmental Protection as well as site visits in which also the NFEP&WM representatives participated.

Investments in wastewater management outside of Poland, in the catchment area of the Bug river
NFEP&WM actively participates in improving quality of Bug river waters by co-financing sewage treatment plant in Brest in Polish legislation allows the NFEP&WM to co-finance tasks outside of Poland in accordance with art. 410 d of the act dated 27 April 2001 Environmental law (i.e. Journal of laws from 2016 item 672), subject to a positive opinion of the Minister of the Environment regarding the planned project.

Investments in waste management outside of Poland, in the catchment area of the Bug river
Two agreements for co-financing ventures in the Republic of Belarus. NFEP&WM entered into an agreement for a grant with the Communal Unitary Production Enterprise ’Brestwodokanal’ in Brest in the Republic of Belarus for co-financing the following venture: ’Reducing the ecological threat caused by the accumulation of sediment in the sedimentary lagoons located in the flood risk area of the Bug river in the Brest Wastewater Treatment Plant’ for the amount of 1.58 ml PLN. The agreement was executed, the assumed environmental and material effect was achieved. NFEP&WM entered into another agreement for a grant with the Communal Unitary Production Enterprise ’Brestwodokanal’ for co-financing of the following venture: „Modernization of secondary settlers in the Brest wastewater treatment plant” for the amount of 3.86 ml PLN. The agreement was executed with the material and environmental effect achieved. NFEP&WM controls the effect durability until November 2018.

Activities of NFEP&WM in the field of financing investments in Belarus and Ukraine. The Priority program Investment in wastewater management outside the country in the catchment area of the Bug river was approved by the NFEP&WM Supervisory Board on Call for applications from to The program budget is 100 ml PLN, co-financing in the form of loan with the following conditions: 2.0 % per year the loan is granted and repaid in PLN Loan amount: from 1,000,000 PLN co-financing period: the loan may be granted for a period not longer than 20 years

Activities of NFEP&WM in the field of financing investments in Belarus and Ukraine. Beneficiaries Entities delivering projects and investments abroad in the field of environmental protection and water management related to wastewater or sludge management impacting improvement of environmental safety in the Republic of Poland. Types of projects Projects aproved by the minister of environment in the field of environmental protection and water management abroad, if their implementation is related to environmental safety in the Republic of Poland such as: 1) construction, expansion or modernization of municipal wastewater treatment plants (also in terms of sludge management and elimination of odors); 2) construction, expansion or modernization of sludge processing plants; 3) construction, expansion or modernization of collective sanitary sewage systems.
