4. HPV Vaccination Evaluation: Data Request
Evaluation of the BC HPV vaccination program by data-linkage of the HPV vaccination registries and the BC Cervical Cancer Screening Program.

5. HPV Vaccination Evaluation: Data Request
Summary: In 2008, a school-based HPV vaccination for girls was implemented in BC. As of 2016, girls who received the HPV vaccine will become eligible for cervical cancer screening. There is an opportunity to evaluate the impact of the HPV vaccine on precancerous endpoints. Efficacy will be determined by measuring cervical pre-cancer and cancer rates through both cytology and histology results in those who have been vaccinated and those who have not been vaccinated.
Outcomes: BC will be able to determine whether the school based HPV vaccine program reduced the rates of cervical pre-cancerous lesions and describe HPV vaccine effectiveness at a population level.

Data requested, timeframe and geographic area of interest
For all females born in BC from 1994 through Dec 31, 2005, the following variables are required:
Personal Health Number (PHN)
Date of birth
HPV vaccination status (number of doses (0, 1, 2, 3, 4, >4), date of immunization)
Vaccine type (Gardasil)
BC Health region
Postal code

7. HPV Vaccination Evaluation: Data Request
Data Linkage The data obtained from Panorama will be linked to data obtained from the BC Cancer Agency (BCCA) Cervical Cancer screening program (CCSP) registry. Data obtained from the CCSP registry will include the screening history (dates of screens and or diagnostic procedures and treatments), cytological and histological findings for each woman identified in this cohort. Each person in the cohort will be identified by a study identification number (SID). Once the linkage has occurred, identifiable variables (PHN, Date of birth) will be removed and the SID will be the identifier used.

8. HPV Vaccination Evaluation: Data Request
Safeguards Files will be stored in a secured (password protected) folder on the secured PHSA network. Only trial identified staff who have been given permission by the Principal investigator will have access to the secure network folder. As per PHSA policy, any trial identified staff will have completed PHSA confidentiality training and abide by institutional and good clinical practice confidentiality policies. All trial related files will be maintained on password protected, authorized access only computers. Any trial related documents will be maintained in the researchers locked offices.

9. STIX Implementation
A decision is required regarding the system integration and use of the Student Information Exchange (“STIX”), a data matching module for Panorama designed to import and integrate support school and grade data elements from BC K-12 students with their respective records within Panorama.

10. STIX Implementation
Currently, school and grade data elements of BC K – 12 students are collected from schools or school districts by their respective RHA Public Health Unit. These data elements are then manually matched and entered into Panorama.
Once matched to a client’s file within Panorama, the data elements are used to identify and implement immunization schedules. Public health nurses are able to retrieve class lists through Panorama, which are then used to support mass immunization clinics on school grounds.

11. STIX Implementation
STIX is a web-based module to Panorama originally developed by eHealth Ontario and designed specifically to automate the input process.
Using data collected from BC education information systems, school and grade data elements are transmitted electronically and inputted into STIX.
Data matching is performed by the Public Health Unit assigned to each region. The data flow is one way only: education systems Panorama. No data will leave the Panorama environment via STIX.

12. STIX Implementation
The implementation of STIX provides the following advantages over the current process:
Automation of a manual process, reducing need for manual data matching and potential for human error;
Reduces the number of individuals who are required to handle data in-flow between student to Panorama;
Increased security of information flow through secure file transfer and data encryption.

13. STIX Implementation
The disclosure of school and grade data elements is dependent on receiving consent of BC School Districts Superintendents to share with Panorama. School District Superintendents have expressed their approval for this streamlined process of data integration using STIX. A Privacy Impact Assessment (“PIA”) and Security Threat and Risk Assessment (“STRA”) have been completed to ensure that STIX meets all PHSA P&S requirements. The PIA and STRA have been endorsed by the PHSA Corporate Privacy and IMITS Security offices, respectively.

14. FNHSO ISA Compliance Assessment
To date, only two Solution Partners have completed the now-mandatory ISA Compliance Assessment process (IHA and Cowichan Tribes).
There was a reminder during the July PDGC meeting for Solution Partners who have been using Panorama for >1 year to undertake the assessment process and report results to the PDGC secretariat.
The FN PIP team will be following up with FNHSOs who have been using Panorama for >1 year to determine how we can best support each FNHSO to meet this requirement
