November 2015 Mayor Commits 15,000 units of New Supportive Housing over next 15 years 7,500 Congregate 7,500 Scattered-Site January 2016 Supportive Housing Task Force Convenes Co-Chairs: Steven Banks HRA/DSS Vicki Been HPD Laura Mascuch The Network 28 Providers met over 6 months Four Provider/Government workgroups develop 23 Recommendations for NYC 15/15

SH Task Force Priorities: Data and Evaluation
Target Units to 3 Broad Populations & Incorporate Vulnerability Index Expand access to application process to broad range of referral sources (HPD, DV, RHY) Proactively identify applicants using data analytics Create Government Oversight Committee Evaluate the outcomes of the plan

SH Task Force Priorities: Referral Process
Allow licensed clinical social workers and psychologists to complete mental health evaluations for 2010e Modify PBV process to expedite placements of homeless clients Align PA and housing process Streamline application to include access to supporting documents Create referral process for General Population units Align HUD and NY chronically homeless criteria Create an assessment tool of housing options Consolidate/pre-populate 2010e and various housing applications through data sharing

SH Task Force Priorities: Service Models
Utilize evidence-based practices and ongoing staff development across the system Implement a holistic family approach to deliver comprehensive services Target the Moving-On Model to youth and create non-time limited housing for youth Develop tool/system to assist workers in assessing and targeting clients for scattered- site housing Provide greater flexibility to account for major life changes by standardizing process for housing transfers

SH Task Force Priorities: Streamlining Development
Provide same incentives to scattered-site SH as other housing programs Address rent stabilization issues in scattered- site programs Create a dedicated and nimble capital pool for acquisition HPD administer the new city funded rental assistance, at FMR w/annual inflator for 15 years Improve siting and coordinated community engagement
