5 Challenges of the Tool Changing Demographic information (Outdates Maps quickly) Absence of a reliable national database on some issues will require states to utilize own knowledge (ex. Disability) Diverse local policies that shape housing trends will be difficult to document Extent of required analysis (17 data maps provided for local governments, 56 pages of questions on the State draft tool) Political Considerations Skill set of Staff (Internal vs Consultant)

Relationship Building with other State Agencies and Officials Department of Transportation/Department of Education Collaboration/Cooperation with co-stakeholders Identification of entities (local governments, PHAs, State) Different timetables for completion/different data sets Outreach – Significant Effort Required Surveys, meetings, hearings, “go to their house” “Walmart outreach”, cultural, faith based contacts, refugee organizations, LEP populations Pop up engagement/Social Media

8 First Steps Know what you are getting into- Learn Everything (Zip Codes Matter) Determine role the State will play in the overall process Set a timeline (9-18 month process according to HUD) Evaluate the ability of internal staff to complete process (Outreach, data analysis, policy, writing, relationship building) Evaluate Consultant vs. Internal Strategy Start outreach to other state agencies Sign up for HUD Technical Assistance • Detail of Questions prepared by HUD leads you through the process • Even if the Maps don’t quite do it for you, they are a great resource to know what HUD is looking for • Short term and a long term Strategy for business Transformation – What happens after the tool is complete? • Attend all of the HUD trainings – Understand the Message • Federal government cooperation between Department of Education and Transportation is underway which might lead help lead the way in working with local agencies • Set your Message for internal staff, agencies, local governments and community • Read why Zip codes matter
