The main goal of this topic is to nominate members and Establish appropriate Project Decision Making Bodies. .

Preparation and Development Activities:
WP1: Analysis and Roadmaping: Public Health Education in ME (Leader: UoA,) WP2. -Human Capacity Building In Public Health Education In ME (Leader: UHEI) WP3.-Development Of Study Programs In Public Health In Me (leader: DE) WP4.-Piloting And Evaluation (Leader: UMIT) We have one Preparation work package and three Development work packages. Each WP has one leader responsible for overall achievements in WP: University of Athens, is leader institution for WP1 titled: Analysis and Roadmaping: Public Health Education in ME, University of Heilderberg is leader for WP2. titled: Human Capacity Building in Public Health Education in ME: University of Debrecin is leader for WP3. titled: Development Of Study Programs in Public Health in ME University for Health Science, Medical Informatics and Technologies is leader for WP4. titled: Piloting and Evaluation

Preparation and Development Activities:
WG 1: Public Health Economics and Management (Leader: UoA, ME co-leader: UDG) WG 2: Public Health Law & EU Regulations (Leader: DE, ME co-leader: UNIM) WG 3: Health Informatics (Leader: UHEI, ME co-leader: UDG) WG 4: Medicine (Leader: DE, ME co-leader: UCG) Following the multidisciplinary nature of public health, we decided to create 4 thematic working groups (WG) at early beginning of the project. Each WG is led by experienced EU HEIs and co-led by ME HEIs . These institutions are responsible for achievement of objectives within WG, coordination and cooperation at national level, with active participation of all project partners. Working grups ara: WG 1: Public Health Economics and Management . Leader institution is University of Athens. Montenegrin Co-Leader is University of Donja Gorica WG 2: Public Health Law & EU Regulations. Leader institution is University of Debrecen. Montenegrin Co-Leader is Mediterannean Univesrity WG 3: Health Informatics. Leader institution is Heilderberg University. Montenegrin Co-Leader is University of Donja Gorica WG 4: Medicine. Coordination and Management Activities:
Main objectives are: To facilitate professional communication between project partners (and external stakeholders) To arrange required documentation and timely reporting and to solve financial issues and to control appropriate use of resources To assess the quality of the Education activities and their compliance with ethical standard To monitor potential risks and ensure the necessary execution of the contingency plan Next group of project activities is Coordination and Management These activities include: overall coordination and management of the project; organisation of project meetings; preparation of progress and final reports; implementation of efficient project administration. Coordination and Management Activities:
University of Donja Gorica have the leading role in the overall project management Two main bodies will be established: Project Management Board (PMB) consisting of contact persons from each consortium HEIs National Coordination Board (NCB) consisting of one representative from each ME partner institution. University of Donja Gorica as the applicant organization have the leading role in the overall project management and is responsible for the whole project management process. To ensure the success and sustainable Management, we need to establish two main management bodies. Project Management Board (PMB) consisting of contact persons from each consortium HEIs, led by UDG as project coordinator National Coordination Board (NCB) consisting of one representative from each Montenegrin partner institution, led by UDG as project coordinator Project Management Board will be one hierarchical level above the NCB of ME and will manage all project activities, monitoring and evaluation of the project results. Project Management Board will coordinate the work of NCB, and NCB will be reporting to PMB after each meeting (twice a year).

The Project Management Board (PMB) is responsible for: Approval of role books and key project documents,; Ensuring motivation and team spirit in the project; Observance of formal procedures; Ensuring efficiency in relation to the internal communication and decision- making process; Ensuring uniformity of external messages and communication; Ensuring efficiency of the dissemination actions; Ensuring coherence of the planned actions in the Project Activity Plan. Coordination and Management Activities:
The National Management Board (NMB) is responsible for: Ensuring implementation of project activities that will be done in accordance with the national interests; Ensuring motivation and team work of Montenegrin partners; Harmonization project results with national legislations; Ensuring efficiency in relation to the internal communication between Montenegrin partners; Ensuring efficiency of the dissemination project results at National level; The National Management Board will have a crucial role in the implementation of project activities and effective cooperation between ME HEIs with EU partner institutions. The very important role of The National Management Board is to ensure collaboration with national Ministries, public health providers, Council for HE (for accreditation process), all in order to provide successful project results The National Management Board (NMB) is responsible for: Ensuring implementation of project activities that will be done in accordance with the national interests; Ensuring motivation and team work of Montenegrin partners; Harmonization project results with national legislations; Ensuring efficiency in relation to the internal communication between Montenegrin partners; Ensuring efficiency of the dissemination project results at National level; If any problem arise, National Management Board will report immediately to Project Management Board for solve the problem.

Supporting Activities: Quality Control and Monitoring:
Establish Project Quality Management Board (QMB) Consisting of representatives from both, EU HEIs (as leading for 4 thematic WGs) and ME HEIs, QMB will be responsible for monitoring work-plan realization and internal QCM of project activities QMB will also be responsible for preventing the time lag in project activities Quality Control and Monitoring (QCM) of project activities and results will be realized continuously throughout the whole duration of the project and evaluated at several levels. In that context, an effective system for internal quality control of the Project will be established and external control mechanisms for monitoring and assessment of the Project will be set up. To this end, the Project Quality Management Board (QMB) need to be establish at the beginning of the project: Project Quality Management Board (QMB) consists of the representatives from EU and ME HEIs Quality Control and Monitoring will be responsible for monitoring work-plan realization and internal Quality Control and Monitoring of project activities QMB will also be responsible for preventing the time lag in project activities and taking immediate actions in the form of consultations or reporting to Project Management Board (PMB)

Supporting Activities: Quality Control and Monitoring:
Quality Management Board will develop and implement the following standards and mechanisms for Quality Control and Monitoring of: Project deliverables; Training events; New study program(s); Education process; Dissemination and Sustainable activities. More specifically, QMB will develop and implement the following standards and mechanisms for: Project deliverables; Training events; New study program(s); Education process; Dissemination and Sustainable activities.

Supporting Activities: Quality Control and Monitoring:
The project activity will be completed and finished only when QMB performed the quality check and later approved it. The activity cost shell only be covered after the check and approval by the QMB. NO QUALITY CHECK AND NO APPROVAL MEAN NO MONEY FOR YOU. External quality control and monitoring shell be performed by independent external expert. When an activity performed by the relevant member is checked for quality and approved by QMB, but External Quality Evaluator finds this quality report inadequate then QMB together with the relevant member are responsible to make remedies and implement all required corrective activities. In these case the work to implement corrective activities shell not be paid. Quality Management Board will create intermediate reports twice a year and will submit it to the Project Management Board. If some low quality of project outcomes is discovered, Quality Management Board will immediately consult the relevant subjects within consortium members in order to find out the best possible way to overcome the problem. This is the first stage of solving the problem. If problem persists the relevant member shall contact Project Management Board directly and inform them about problem. I would like to point out one important fact here: The project activity will be completed and finished only when Quality Management Board performed the quality check and later approved it. This is very important because, the activity cost shell only be covered after the check and approval by the Quality Management Board . Please, pay attention to this very important fact. In simple terms, NO QUALITY CHECK AND NO APPROVAL MEAN NO MONEY FOR YOU. External quality control and monitoring shell be performed by independent external expert in a year and a half from today, but I will inform you about this in due time. There is the second case. There is a situation when an activity performed by the relevant member is checked for quality and approved by Quality Management Board , but External Quality Evaluator finds this quality report inadequate then Quality Management Board together with the relevant member are responsible to make remedies and implement all required corrective activities. In these case the work to implement corrective activities shell not be paid. Quality Control and Monitoring of project activities and results will be realized continuously throughout the whole duration of the project and evaluated at several levels.

Supporting Activities: Dissemination and Sustainability:
Project Web site Web 3.0 technology and social networks Dissemination activities are focused on ME society. UCG as WP leader is responsible for overall achievements with active role of all ME partners. EU HEIs will share their experience and expertise. Dissemination activities will start from the very beginning of the project and will be presented through the following: Well establish and permanently updated project web site with all relevant project information, All possibilities of Web 3.0 technology will be used to ensure good communication among consortium members and to enable additional comments from third parties; Activities results will be publish in project booklets distributed at conferences and presentations; shared via social networks like Facebook and LinkedIn. All convenient intermediate project outputs, as well as final outputs will be disseminated at best suitable conferences and seminars Dissemination and sustainability activities shell be focused on ME society. University of Montenegro as leader for Dissemination and Sustainability activities together with all ME partners is responsible for overall achievements. EU HEIs shell provide assistance to ME partners regarding dissemination and sustainability by sharing their experience and expertise

In the end I would like to point out one more think. As project leader we shell initially coordinate between all the bodies to ensure the smooth running of the project activities for the first six months.
