4 What is an Environmental Management System (EMS)?
Part of an organisation’s management system used to develop and implement its environmental policy and manage its environmental aspects. (AS/NZS ISO 14001:2004 cl. 3.8) [Explain the italicised words:] An EMS is an integral part of a larger management system of an organisation, and not a separate system. Most organisations will have systems for managing their human resources, business objectives and plans and finances, and many will also have systems for managing the quality of their products and services, occupational health and safety, security, and environmental impact of their activities, products and services. These systems will work more effectively and efficiently if they share processes, such as a planning cycle, establishment of objectives and programs to achieve them, monitoring and measurement, corrective and preventive action for continual improvement, and management review. The environmental policy articulates the overall intentions and direction of an organisation related to its environmental performance as formally expressed by top management. It provides commitment to compliance with legal and other requirements, prevention of pollution, and continual improvement. It also provides a framework for action and the setting of environmental objectives and targets. The EMS is primarily about putting the environmental policy into action. Environmental aspects are those activities, products and services of an organisation that have or can have an impact on the environment. An EMS identifies such environmental aspects and determines which of them can have a significant impact on the environment. This helps an organisation understand how it interacts with the environment. This in turn guides an organisation in determining where environmental controls or improvements are needed, and setting priorities for action to enhance environmental performance.

Reduce energy use, water use & waste to landfill Initiate and maintain procedures to improve efficiencies Define key responsibilities for achieving targets Monitor and measure environmental performance Ensure compliance to legal and other environmental requirements There are a large number of criteria to consider when deciding on whether our organisation should have an environmental management system in the first place, and seek certification to the requirements of ISO in the second place. [Work through the criteria and discuss relevance to the agency. Ask people if they can think of any more criteria?]

10 World Health Organization (WHO)
Major international agency that is responsible for environmental health at the global level. Provides leadership in minimizing adverse environmental health outcomes associated with pollution, industrial development, and related issues.

11 National Environmental Policy Act of 1969 (NEPA)
One of the first laws ever written that establishes the broad national framework for protecting our environment. NEPA's basic policy is to assure that all branches of government give proper consideration to the environment prior to undertaking any major federal action that significantly affects the environment.

13 ENVIRONMENTAL PROTECTION AGENCY (EPA)
In July of 1970, the White House and Congress established the EPA in response to the growing public demand for cleaner water, air and land. EPA develops and enforces regulations that implement environmental laws enacted by Congress.

14 National Institute for Occupational Safety and Health (NIOSH)
NIOSH is the federal agency responsible for conducting research and making recommendations for the prevention of work-related injury and illness. Created in The Occupational Safety and Health Act of 1970 along with the Occupational Safety and Health Administration (OSHA).

Clean Air Act of 1970 Clean Water Act Safe Drinking Water Act of 1974 Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) of 1996 Toxic Substances Control Act (TSCA) of 1976 Endangered Species Act of 1973

Clean Air Act of 1970 A comprehensive Federal law that regulates air emissions from area, stationary, and mobile sources. Authorizes the EPA to establish National Ambient Air Quality Standards (NAAQS) to protect public health and the environment.

17 Environmental Management
Clean Water Act Started out as the Federal Water Pollution Control Act Amendments of 1972 and has been amended many times. This act set up the structure for regulating discharges of pollutants into U.S. waters. Includes construction of sewage plants, water quality criteria for surface waters, and pollution control programs for industrial plants.

Safe Drinking Water Act of 1974 Established a national structure for drinking water protection activities. Authorized EPA to establish national, enforceable health standards for contaminants in drinking water.

19 Environmental Management
Endangered Species Act of 1973 Provides a program for the conservation of threatened and endangered plants and animals and the habitats in which they are found. The U.S. Fish and Wildlife Service maintains the list of 632 endangered species (326 are plants) and 190 threatened species (78 are plants).

20 ISO 14000 A family of standards related to environmental management that exists to help organizations (a) minimize how their operations negatively affect the environment (i.e. cause adverse changes to air, water, or land); (b) comply with applicable laws, regulations, and other environmentally oriented requirements, and (c) continually improve in the above.

Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) 1980 Provides a Federal “Superfund” to clean up uncontrolled or abandoned hazardous-waste sites as well as accidents, spills, and other emergency releases of pollutants and contaminants into the environment. EPA has power to seek out potentially responsible parties for any release and assure their cooperation in the cleanup.
