Investing in your Workforce Developing effective Governace that holds the system to account Investing in your Workforce Developing effective governance 31 January, 2018 The purpose of governance is to provide confident, strategic leadership and to create robust accountability, oversight and assurance for educational and financial performance. All boards, no matter what type of school/academy or how many schools they govern, have three core functions: Ensuring clarity of vision, ethos and strategic direction and encouraging a culture of ambition Holding the Headteacher & SLT to account for the educational performance of the school and its pupils, and the performance management of staff Overseeing the financial performance of the school and making sure its money is well spent these are reflected in:- - The School Governance (Roles, Procedures and Allowances (England) Regulations 2013, - The governors handbook The criteria Ofsted use to judge a schools governance 2 Steve Ward, Charlie Furness, Ed Wydenbach Steve Ward NLG Advocate

Recognising the difference between governance and management Remember:- Vision & Strategy (ambitious expectations) Financially solvent Challenging of the HT’s & SLT’s (holding to account for performance) Structure – clear lines of accountability i.e. Terms of Reference & schemes of delegation. What is different this year from last year The shift from NCTL driving governance support to TS Strategic School Improvement Fund (SSIF) Sub Region Improvement Boards (SRIBs) NLG Advocacy managed by the EMTSC Representative In EM region there is a clear strategy to embrace effective governance as a tool to complement school management in improving education outcomes What are our expectations from the workshop – Key messages If you are part of governance support ensure you are not ignored Work collaboratively with other governance support groups and with the wider school improvement support leaders. Work collaboratively to identify areas where governance would benefit from support before it fails to prevent standards falling hold the school-led system to account 4 Steve Ward, Ed Wydenbach Ed Wydenbach

EMTSA Developing stronger governance strategies:- In each teaching school alliance Link a NLG to each TSA Each TSA to create new role LLG Each TSA to develop one SLE with expertise in governance In each sub-region area - see chart following slide Each sub region to have an NLG area based coordinator Each sub region area to develop & Manage an LLG Scheme In the EM region One regional NLG champion to lead, support & QA the regional scheme, reporting to the TSC, RSC and the key strategic partners The EMTSA business support partner will provide extra capacity for the NLG champion and support regional elements e.g. QA, mapping etc 5 5 Steve Ward, Charlie Furness Ed Wydenbach

Progress so far:- Cohort 10 designation round for NLGs attracted applications from EM LA areas. We await the designation outcomes. The management of the Advocacy role transferred to the TSC rep for EM LLG established in Derbyshire Pilot group set up in Northamptonshire to look at ways of coordinating/integrating governance support and creating a LLG role (Charlie Furness to expand on this in a few moments) In Lincolnshire five LLGs have been appointed by their chosen TSA Review of the Advocate role:- Regional Champion interviews took place 23 June Jane Lewis was appointed NLG area coordinators for the four current Regions in EM – 4th July 7 Steve Ward, Charlie Furness, Ed Wydenbach

The Northamptonshire Pilot Background/Driving Principles :- An identified need to increase capacity of Gov. support A clear EMTSA strategy to develop Gov. support in local area An initiative to explore ideas & improving the impact of gov. support Key milestones :- Establish a working group embracing all stakeholders Funding All identified gov. support considered alongside other school support Recruit 5 LLGs Establish a fully integrated TSA led school support provision 8 Steve Ward, Charlie Furness, Ed Wydenbach

The Northamptonshire Pilot Current position :- Steering group in place Recruitment and selection process in place, 2 x LLGs appointed Lincolnshire mirrored process and have recruited 5 x LLGs Most TSAs in Northamptonshire & Lincolnshire have NLG aligned Funding under review Coordinating of school to school support for both education & governance support being undertaken initially by (Maplefields TSA) Induction and Training of LLGs arranged. (designations to follow) Overview of all governance training being developed. Working in small groups consider the following question’s 1. Please consider the challenges & relative merits of the following when implementing the EMTSA Stronger Governance Strategy Engaging all schools in your mini region Recruiting LLG Cost model and funding Evidencing school improvement as a result of more effective governance Collaborating effectively with other TSA Reaching Academies and MATs Centralising the governor training Appointing SLE with expertise in governance Centralising quality assurance controls 2.
