Overview of Action Items to June 13, 2008 TAG Meeting
Description 1 PHI clarify whether appropriate recognition is given to off-peak energy savings. 2 PHI to clarify data info for the C&I internet platform. 3 PHI to clarify how customer financing costs are modeled in the cost effectiveness analysis 4 PHI review descriptions with the “w’s” to understand proposed DSM programs 5 PHI to clarify how assumed number of measures for each program was developed. 6 PHI to expand on use of contractors compared to the utility workforce. 7 The benchmark presentation clarification of “first year” cost to achieve savings. 8 PHI clarify allocation of the General Awareness Campaign on total program costs. 9 Clarify Bill Impact- Declining CFL savings and customers graph. 10 M&V costs needs added clarification. 11 Measures screened and failed to pass TRC. 12 PHI to address low income customer needs. 13 PHI will react to Washington Gas proposal at the next meeting.

Action Item # 1 PHI clarify energy savings in measures which are classified as a “Peak” measure. A sensitivity analysis was conducted to analyze the effect of the various options for valuing the energy savings of a typical residential 15 SEER air conditioning measure. The options which were analyzed are described in the following table:

Action Item #13. Response to Washington Gas Proposal
We welcome Washington Gas participation. Pepco and Delmarva Power are willing to review Washington Gas’s proposal in greater detail. Home Performance w/Energy Star is a good place to start. Program costs to be shared based upon customer savings. PHI believes the choice is best left to a customer to select their fuel preferences. Each customer should make a purchasing decision based on their own needs.
