Transportation bans and restrictions resulting from disasters and emergencies may impact critical business operations and systems, causing significant losses, disruption of critical services, and delays in recovery.

Ensure that private sector personnel responsible for critical services and functions are exempt from travel bans and restrictions, or are permitted access when safe.

9. Exemptions to the 2015 Travel Ban

Private sector snow removal equipment
Patients traveling for the purpose of receiving urgent critical care, and persons traveling with those patients who are necessary to facilitate that urgent critical care
Travel necessary to maintain critical private sector facilities, services and operations, and to deliver or support critical private sector services and supplies in critical infrastructure sectors such as energy, fuel, financial systems, and the provision of critical commodities
Travel to support business operations that provide critical services to the public, including gasoline stations, pharmacies, food stores and hardware stores 

10. List of Exemptions Works Reasonably Well, but . . .
List does not cover all critical business sectors, operations and services
For some people who may be stopped by the police, it may be difficult to prove that they are exempt from the travel ban or restriction
Some police agencies and officers are not aware of the list of exemptions

11. Solution: CEAS Program Launched Statewide in May, 2016

12. What is CEAS?
A post disaster access control program that facilitates travel and access into restricted areas for key private sector personnel and resources through the use of a common credential that is recognized by local and state law enforcement.
Law enforcement may prohibit travel and deny access if unsafe or if it will interfere with response and recovery operations.

13. What is CEAS? Fee-based subscription program managed by BNET
Available to businesses and organizations:
In any of the critical infrastructure sectors; or
That maintain critical business systems; or
That provide critical services; or
That support recovery operations
Credentials issued pre-disaster to vetted employees
