1 What is BluesPAC?

2 BluesPAC is…. … the political action committee (PAC) of Blue Cross Blue Shield of Michigan, Blue Care Network, Accident Fund Insurance Company of America and LifeSecure. PAC is the name commonly given to a collection of individuals who join together so they may speak with a collective voice to support candidates who support their interests.

3 Facts about PACs Sponsoring an employee PAC is completely voluntary and is one of the most important ways organizations can impact the political campaigns of candidates running for office. Numerous corporations and organizations sponsor employee PACs including: Consumers Energy and DTE The Big Three Automakers and Blues’ Competitors such as HAP and Aetna

4 Affiliation BluesPAC is an affiliate of BluePAC, the political action committee of the Blue Cross Blue Shield Association. As such we coordinate federal contributions to maximize the effect and assure we stay within the federal contribution limits. All Blue Plan PACs are affiliated with the BCBSA PAC. 5 What is the purpose of BluesPAC?
To create a collective voice in Lansing and Washington, DC to represent Blues’ enterprise employees and members. To make legislators aware of our corporate concerns To increase political involvement of Blues’ employees To provide a forum to bring political candidates to our organization

6 Why is it important for the Blues to impact the political process?
Local, state and federal elected officials create the laws and policies that govern so much of what we do and how we do it. Each year, legislators propose hundreds of bills that could impact our operations, including how health care is provided, how it is paid for and our regulatory structure. Our PAC’s involvement in political campaigns helps provide us with the opportunity to be heard on these and other important issues.

7 Who determines which candidates and elected officials to support?
Decisions on which candidates BluesPAC supports are made by the subject matter experts from the Governmental Affairs (GA) Team. Some of the techniques used to make these determinations include: Candidate Questionnaires Personal Meetings Workgroup, Committee Meeting and Fundraiser Participation Legislative Tracking / Voting Records

8 How does Governmental Affairs support BluesPAC?
The GA team works to create a rapport with legislators and public officials so that the Blues’ goals and opinions regarding legislation are clear. Our lobbying team meets with various state, local and federal officials on a daily basis in order to update and educate them on issues of importance to BCBSM and our subsidiaries. Additionally, GA is responsible for the administration of BluesPAC. All costs associated with the administration are covered by the corporation as mandated by law.

10 Who Sits on the BluesPAC Board?
The BluesPAC board of directors is comprised of: Four appointed directors chosen by BCBSM President and CEO, Daniel J. Loepp Four elected directors chosen by BluesPAC members Board elections are held every two years. Any BluesPAC member can run for a seat on the board. The current term began January 1, 2015 and runs through December 31, 2016.

12 BluesPAC Enrollment Michigan state law requires PAC members to re-enroll each year. Enrollment for 2015 will be ongoing until the end of the year, while 2016 enrollment will kick-off in the fall of 2015. Each year an effort is made to enroll employees prior to the first payroll deduction of the upcoming year so that no lapse occurs. Eligible employees can enroll at any time during the enrollment year.

13 Why join BluesPAC? BluesPAC offers employees a way to collectively communicate to public officials. On an individual basis, BluesPAC provides members with the following opportunities: Networking with co-workers and elected officials at BluesPAC sponsored events Attending various political events (invitations are ed throughout the year with President’s Circle members receiving first opportunities) Staying informed on legislative issues through your personal connection to BluesPAC Administration

14 What is the President’s Circle?
The President’s Circle was established for those employees seeking greater involvement. As our top-tier members, President’s Circle members receive several special benefits each year, including: An invitation to a special reception, exclusively for President’s Circle members First opportunities to attend various political events Recognition in various BluesPAC publications

15 How can employees become more informed and involved?
Attend one of the BluesPAC enrollment events held during the fall season each year. Attend the Annual Meeting generally held in the second quarter of each year. Join the President’s Circle and enjoy extra opportunities to attend various political events. Ask questions. Feel free to contact a BluesPAC board member or GA staff with your questions.

Enrollment can be completed online or by hardcopy application To enroll online, visit the BluesPAC website, located under person growth on Blueslink To enroll via hardcopy application, print and complete the paper form (available on BluesPAC website or from BluesPAC Administration) and return to BluesPAC Administration at MC L10A
