2 What is Erasmus+ ? EU programme to support education, training, youth & sport Fosters EU-EU & EU-international cooperation Erasmus+ is the EU Programme in the fields of education, training, youth and sport for the period Education, training, youth and sport can make a major contribution to help tackle socio-economic changes, the key challenges that Europe will be facing until the end of the decade and to support the implementation of the European policy agenda for growth, jobs, equity and social inclusion. The Erasmus+ Programme is designed to support Programme countries' efforts to efficiently use the potential of Europe’s talent and social assets in a lifelong learning perspective, linking support to formal, non-formal and informal learning throughout the education, training and youth fields. The Programme supports actions, cooperation and tools to achieve the objectives of the Europe 2020 Strategy and its flagship initiatives, such as Youth on the Move and the Agenda for new skills and jobs. The Programme also contributes to achieve the objectives of the Education and Training Strategic Framework for European cooperation in Education and Training and of the European Youth Strategy through the Open Methods of Coordination. But Erasmus+ also includes a strong international dimension (i.e. cooperation with Partner Countries) in the fields of higher education and youth. The Programme enhances the opportunities for cooperation and mobility with Partner Countries, notably in these 2 fields. The Erasmus+ Programme builds on the achievements of more than 25 years of European programmes in the fields of education, training and youth, covering both an intra-European and an international cooperation dimension. It is the result of the integration of 7 former European programmes implemented by the Commission over the period : - The Lifelong Learning Programme (Erasmus, Leonardo da Vinci, Comenius and Grundtvig, Jean Monnet) - The Youth in Action programme - Five international cooperation programmes (Erasmus Mundus, Tempus, Alfa, Edulink, the programme for cooperation with industrialised countries) - The new sport action added following the recommendations of Lisbon Treaty Erasmus+ recognises the importance of the extra-EU international dimension in all these areas, especially in higher education and supports the international exchange of students, academics, ideas and good practice between institutions. Erasmus+ provides more opportunities for individuals and for organisations, simplifies the way these scholarships and grants work and adds a range of new opportunities. The actions of the Erasmus + programme are divided into decentralised actions and centralised actions. If we look at the international dimension of HE, decentralised actions are managed in each programme country by the International Erasmus+ Contact point (ICPs) of the National Agencies (e.g. ICM). Centralised actions are managed at a European level by the Education, Audiovisual and Culture EACEA (e.g. Erasmus Mundus Joint Master Degrees). For strands of the Erasmus+ programme that involve countries outside the EU and other Programme Countries (i.e. Partner Countries), National Erasmus+ Offices have been set up in a number of Partner Countries to assist the EC and national authorities in the implementation of E+.

Academic mobility Academic cooperation International credit mobility Degree mobility Erasmus Mundus Joint Master Degrees Capacity Building for HE Jean Monnet Activities Erasmus+ includes a strong international dimension (i.e. cooperation with Partner Countries) in the field of higher education. It supports the following main Actions targeting cooperation with Partner Countries: International credit mobility of individuals and Erasmus Mundus Joint Master Degrees (under Key Action 1) promoting the mobility of learners and staff from and to Partner Countries; Capacity-building projects in higher education (under Key Action 2) promoting cooperation and partnerships that have an impact on the modernisation and internationalisation of higher education institutions and systems in Partner Countries, with a special focus on Partner Countries neighbouring the EU; Jean Monnet activities with the aim of stimulating teaching, research and reflection in the field of European Union studies worldwide. The 2 former actions refer to academic mobility and the latters to academic cooperation. What are the objectives of these activities? They aim to achieve the policy objectives established in the European higher education in the world strategy launched in This communication promotes mobility and cooperation between universities, EU member states and non-EU countries They enhance the international dimension of education and training, in particular through cooperation between Programme and Partner-Country institutions in the field of VET and in higher education, by increasing the attractiveness of European higher education institutions They support the policy objectives established by the EU's external action by fostering sustainable development of partner countries in the field of higher education, through the promotion of mobility and cooperation between Programme and Partner-Country higher education institutions and targeted capacity building in Partner Countries like Erasmus Mundus and Tempus were doing.

All other countries throughout the world Who can participate in the actions financed under the international dimension of higher education of Erasmus +? Programme countries, the so called EU 28 + Norway, Iceland, Liechtenstein, Turkey and FYROM, i.e. all countries that contribute financially to the programme and have a National Agency to manage it. Partner Countries are all other countries throughout the world. Among them there are also: Gulf Cooperation Countries Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates. Gulf countries will have Degree Mobility windows but not credit mobility or Capacity Building. ACP countries have been included to the calls 2016. Iran, Iraq, Yemen will be eligible for Degree Mobility windows and Capacity Building, but also to international credit mobility in the next call 2017.

7 What is a Joint Master Degree?
Highly integrated Master study programme delivered by international HEI consortium Require study in at least two of the Programme Countries represented in the consortium Can last 12, 18 or 24 months (60, 90, 120 ECTS) Leads to the award of a double, multiple or joint degree to all successful students Award full-study scholarships for students worldwide

8 Aims of the EMJMDs Quality improvements, innovation, excellence, internationalisation of HEIs Increase quality and attractiveness of the EHEA (e.g. Yerevan communiqué) – supporting EU External Action in the HE field, by offering full degree scholarships to the best Master students worldwide Improve competences, skills, employability of Master graduates Improve relevance for the labour market through an increased involvement of employers

10 EMJMD: Who can participate?
Public or private organisations in Programme or Partner Countries HEIs Non-academic partners (enterprises, non-profit organisations, NGOs, foundations, etc.) Applicant must be HEI established in Programme Country. The HEI applies on behalf of the EMJMD consortium.

11 EMJMD: how do they work? Minimum EMJMD consortium composition: 3 HEIs as partners (including the coordinator) from at least 3 different Programme Countries HEIs from Partner Countries can participate Associate partners optional Funding for 3 annual intakes of students and scholars, covering (project duration 4-5 years) Total costs of students' scholarships Annual flat rate fees for management and scholars

12 EMJMD funding rules The EU grant for an EMJMD will be indicatively ~ 4 million € HEIs: Contribution to the consortium management costs (incl. costs for invited scholars and guest lecturers) € per student intake (= € in total) € for optional preparatory year Students: max € per academic year and per scholarship Actual amount varies according to: EMJMD's length of studies (60, 90 or 120 ECTS credits) Student's country of residence EMJMD level of participation costs

EMJMD Consortium Agreement should be signed before applying - it must cover all academic, operational, administrative and financial aspects Programme-Country institutions submit a proposal on behalf of an international consortium Proposals assessed by experts on basis of relevance, quality of design, quality of team, impact and dissemination + additional criteria for additional scholarships

Deadline: 16 February 2017 – 12:00 CET Budget: ~ 90 M€ + ~ 25 M€ for "targeted regions" Nr. of projects: ≈ 35 EMJMDs Nr. of scholarships per intake/per project: ~ 20 (around 60 per Grant Agreement) plus ~ 8 (around 24 per Grant Agreement) for targeted regions Award decision: by July 2017

Additional activities A teaching post with a specialisation in European Union studies for university professors To be hold by only one professor, who must provide the minimum of 90 teaching hours per academic year Teaching must include direct contact hours in group lectures, seminars, tutorials and may include distance learning but no individual supervision. Provide teaching/lectures to students from other departments Advise and mentor the young generation of teachers and researchers in EU Studies subject areas Conduct, monitor and supervise research on EU subjects, for other educational levels Organise conferences, seminars/webinars, workshops, etc. targeting to policy makers at local, regional and national level as well as to civil society Activities Eligibility criteria Minimum of 90 hours teaching per academic year Deepen teaching in EU studies embodied in an official curriculum of a HEI Provide in-depth teaching on EU matters for future professionals in fields with are in increasing demand on the labour market HEI established in any country of the world HEIs in Programme Countries must hold a valid ECHE Applicants must be staff members in their HEI and have the rank of professors. No visiting professor can apply!

Activities Develop a strategic 3-year annual plan with a wide range of activities Lead research activities in specific EU subjects Develop update and complement the current courses and curricula on EU studies Enhance debate about the EU, where possible in partnership with local stakeholders and/or EU Representations in MS and EU Delegations Systematic publication of the results of research activities What is it? A focal point of competence and knowledge on EU subjects within a given HEIs It gathers expertise and competences of high-level experts (including JM Chairs /Module coordinators) to develop synergies between disciplines in EU studies, create joint transnational activities and links with HEIs in other countries They must reach out to students from faculties not normally dealing with EU issues as well as to policy makers, civil servants, organised civil society and general public Eligibility criteria HEI established in any country of the world HEIs in Programme Countries must hold a valid ECHE. ECHE not required for participation HEIs in Partner Countries. Only one Jean Monnet Centre of Excellence can be supported in any given HEI Project duration of 3 years

Aims to support: NETWORKS: foster creation, development of consortia of international players (HEIs, Centres of Excellence, departments, etc.) in area of EU studies. Involvement of minimum 3 partner institutions from 3 different countries, duration up to 3 years; (max grant: €) PROJECTS: support innovation, cross-fertilisation, the spread of the EU content. Involvement of other partners possible, duration between 12 – 24 months; (max grant: €) Main activities: Gathering and promoting information and results on methodologies applied to high-level research and teaching on EU-studies Enhancing cooperation between different HEIs and other relevant bodies throughout Europe and around the world Innovation projects explore new angles and different methodologies in view of making EU subjects more attractive, adopted to various kinds of target populations Cross-fertilisation projects promote discussion and reflection on EU issues, enhance knowledge about the Union and its processes Spread content projects mainly concern information and dissemination activities

Gather and promote information and results on high level research and teaching on EU studies Enhance cooperation between different universities throughout Europe and around the world Foster cooperation and create a high knowledge exchange platform with public actors and the Commission services on highly relevant EU subjects. To foster the creation and development of consortia of international players (HEIs, Centres of Excellence, departments, teams, individual experts, etc.) in the area of EU studies To gather information, exchange practices, build knowledge and promote the European integration process across the world To enhance existing networks supporting specific activities, fostering the participation of young researchers in EU themes Unilateral proposals, focusing on activities that cannot be achieved successfully at national level. Their aim is to undertake projects that have a multinational rather than a national dimension. Eligibility criteria HEI established in any country of the world HEIs in Programme Countries must hold a valid ECHE. The applicant is the coordinator of the network comprising 3 participating institutions min. from 3 different countries The designated European institutions pursuing an aim of European interest are not eligible to apply Project duration of 3 years

Develop and test new methodologies, content and tools on specific EU topics Create virtual classrooms an specific subject areas and test them in different countries Design, produce and implement self-training tools promoting active citizenship in the EU Develop and deliver appropriate pedagogical content of EU issues at the level of primary and secondary education (Learning EU at School) Support information and dissemination activities for staff of the public administration, for experts in specific subjects and for civil society They support innovation, cross-fertilisation and the spread of EU content Based on unilateral proposals but may involve other partners Eligibility criteria HEI established in any country of the world ECHE for HEIs in Programme Countries The designated European institutions pursuing an aim of European interest are not eligible to apply Primary and secondary education establishments not eligible to apply, although they may actively contribute to the activities Duration : 12 to 24 months

Aims to support: ASSOCIATIONS: contribute to the study of the EU integration process, interdisciplinary approach, officially registered and independent; open to all interested professors, teachers and researchers specialising in EU issues, at regional, national or supranational level; duration 3 years; (max grant: €) Main activities: organise and carry out statutory activities of associations dealing with EU studies and EU issues; Perform research in the field of specific European issues in order to advice local, regional, national and European policy makers, dissemination of outcomes including the EU institutions, enhancing active citizenship.

Activities Organise and carry out statutory activities of associations dealing with European Union studies and European Union issues (e.g. publication of a newsletter, the setting up of a dedicated website, etc.) Perform research in the field of specific European issues to advise local, regional, national and European policy makers and disseminate the outcomes among the institutions involved, including the EU Institutions as well as a wider public thus enhancing active citizenship What is it? Support to associations having as explicit purpose to contribute to the study of the European integration process They must be interdisciplinary and open to all interested professors, teachers and researchers specialised on EU issues They should be representative of the academic community in EU studies at regional, national or supranational level Support will be given only to associations that are officially registered and have independent legal status. Eligibility criteria Any association of professors and researchers specialising in EU Studies, established in any country of the world The explicit purpose of the association must be to contribute to the study of the European integration process at national or transnational level. 3 years
