The New Federal Infrastructure Program Fall Economic Statement $180 Billion over the next 11 years. Includes Phase I ($11.9 billion) strategic investments in post-secondary infrastructure ($2.0 billion) and rural broadband ($500 million). Includes Infrastructure Canada programs, Indigenous infrastructure programs and social infrastructure programs.

Community Benefits and Social Procurement CCA opposes the use of construction procurement to advance unrelated community benefits and other public policy objectives where they jeopardize the integrity of the competitive bid system.

Supporting Timely Approvals for Projects of National Significance Canada simply cannot afford, and must not permit, the anti-development voice to dictate economic development policy for the country. CCA called upon the Prime Minister to approve the construction of the Kinder Morgan Trans Mountain Expansion Pipeline Project. New Support for Resource Development section added to the CCA website.

Prompt Payment Government-Industry Working Group Engagement Strategy Objective: Throughout the project supply/pyramid, Undisputed amounts are paid in accordance with fair contractual payment terms. Sufficient transparency around payment dates to enable stakeholders to exercise remedies in a timely manner. The Government of Canada continues to manage fair and efficient payment processes within it’s contractual control, and where it does not have control, leads by example to influence good payment practices. The construction industry is knowledgeable about available contractual and legal mechanisms, and acts with confidence to ensure timely cash flow. Prompt Payment Initiative

Quality of Documents CCA convened country-wide joint industry sessions with owners, design professionals and contractors on the state and quality of project design documents.

Federal Environmental Assessment Legislation CCA wants environmental assessment reforms to seek to maintain or improve the certainty, efficiency, and timeliness of the process, while also ensuring a science-based approach.

Industry Ethics National Construction Industry Ethics Course CCA with BuildForce Canada has developed the first ever national construction industry ethics course. The CCA Gold Seal Certification Program plans to make both the online and classroom segments of this course mandatory for all Gold Seal applicants.

Corporate Social Responsibility and Indigenous Engagement Corporate Social Responsibility (CSR) CCA has endorsed a Policy Statement supporting corporate social responsibility (CSR). It has also established a special CSR information section on its website and is considering developing a CSR best practices guide for industry members. Indigenous Engagement Best Practices Guide CCA has just published a best practices guide for Indigenous business engagement by the construction industry with significant input from the Indigenous business community.

Expectations and Priorities Lean Construction, BIM and IPD
New methodologies - striving for enhanced productivity The Lean Construction Institute of Canada is a Special Committee of the CCA. CCA is a co-founder and principal player in the Institute for BIM in Canada (IBC). The CCDC is developing a Canadian standard IPD contract.

Reprisal Clauses Restrictive Bidding Practices by Public Owners CCA opposes the practice by public owners of excluding construction firms and suppliers from bidding their projects, or otherwise penalizing them, solely because of past or current litigation or other contested disputes with that public owner, or other public owners. CCA provides funding to challenge the Constitutionality of Reprisal Clauses before the BC Supreme Court. Court case scheduled for April 2017. Case will likely go to the Supreme Court of Canada.

Canadian Construction Innovations Canadian Construction Innovations (CCI) is an attempt by CCA and the construction industry in Canada to instill a new culture for innovation in the Canadian construction industry by establishing an industry-led institute that can establish clear objectives and goals for construction research and innovation.
