4 | Highlights A first in government
In September 2015, DVLA ended 30 years of IT outsourcing and became the first in government to move away from a large scale IT contract. The change will transform the way in which DVLA delivers its business.

5 In 2015-16, DVLA introduced new online services, including:

6 View Driving Licence (VDL)
| Digital Services View Driving Licence (VDL) GB Drivers are able to view their own driving licence record online. The service is free, easy to use and available 24hrs a day 7 days a week. Drivers can check personal details, licence status, types of vehicles they can drive, any endorsements or disqualifications they may have; and create a 'check code' to share their driving licence information.

7 Share Driving Licence (SDL)
| Digital Services Share Driving Licence (SDL) A free, 24/7 online alternative to the counterpart for those who need to share driving licence information with a 3rd Party. Drivers can provide a check code (generated in VDL) and the last 8 characters of their driving licence number to the 3rd party, or provide a PDF summary of their driving licence information.

| Digital Services Check a driving licence This service can be used to check someone’s driving licence information, e.g. the vehicles they can drive or any penalty points or disqualifications.

9 Access to Driver Data (ADD)
| Digital Services Access to Driver Data (ADD) A digital service called ‘Access to Driver Data’ has been introduced which provides real-time driving licence data via a business portal sitting on an Integrated Enquiries Platform (IEP) Business to Business API Fixed leased line private connection to DVLA Permission through driver consent Available 24/7 Set up costs around £15k (inc first year line rental) 90p per enquiry Real time access Yearly line rental approx. £6k Best for high volumes

We introduced the DVLA Fleets Scheme to help companies deal with the administrative burden that accompanies maintaining a large number of vehicles. If you have a fleet of 50 or more vehicles you could benefit from: ■ a dedicated helpdesk – you get direct access to a dedicated fleet helpdesk by telephone and ■ bulk despatch – all registration certificates (V5Cs) and tax reminders processed on any single day will be combined and sent to you in bulk ■ bulk processing – notification of changes to multiple vehicles can be submitted without the need to fill in each V5C ■ bulk taxing – tax multiple vehicles in one transaction ■ View Vehicle Record (VVR) – quick and easy online access to view information relating to any vehicle registered to your fleet ■ V5C On Demand – a service that allows you to suppress your V5C’s and save you from incurring any unnecessary storage and distribution costs, and ■ online services – you can now tell DVLA online when you sell a vehicle and/or want to take a registration number off or put a registration number on a vehicle.

| Digital Services Disposal of Vehicle to Trade and Acquire Vehicle from Trade These new services allow motor traders and registered keepers to tell DVLA electronically that they have sold or bought a vehicle.

| Digital Services Removing or adding a registration mark from/to a vehicle These online services enable the registered keeper to be able to apply online to take a registration number off a vehicle in order to transfer it to another vehicle or hold on to it until they want to use it again in the future, or put a registration number on a vehicle.

13 View Vehicle Record (Fleets)
| Digital Services View Vehicle Record (Fleets) This service was developed to support the roll out of V5C suppression, working towards a paperless operation. It allows you to view single and multiple vehicles and apply a range of filters to narrow down your search results. It also highlights the vehicles in your fleet that need taxing or are due an MOT. You must be registered on DVLA’s Fleet Scheme and have a minimum of 50 vehicles.

14 | Driver Medical Licensing Reforms
Britain has one of the best road safety records in the world and driver licensing rules play an important part in keeping our roads safe. All drivers have a legal duty to make sure they are medically fit to drive and to notify DVLA of the onset or worsening of a medical condition affecting this. 90% of drivers who have short-term licences for medical reasons retain entitlement to drive on renewal.

DVLA processed 10,434,042 per year. Drivers medical deal with around 640,000 medical cases per year. Every day we receive almost 3000 medical notifications. Notifications can be made in writing, by , over the telephone and by third parties.

We have Revised and published the DVLA’s online Guidance, the A-Z, which is aimed at the general public (October 2015). Redesigned the former ‘At a Glance’ guidance and re-launched it as ‘Assessing Fitness to Drive – A Guide for Medical Professionals (March 2016). Reviewed and redesigned over 100 customer facing letters to improve clarity and ensure the customer received the information they need. Extended Medical Licences for non vocational drivers from a maximum of 3 years to 5 years for some conditions (Parkinson's, Multiple Sclerosis, Epilepsy and Glaucoma) where specific criteria have been met. Recruited and trained over 100 Full Time Equivalent members of staff to process medical applications/notifications Recruited additional Medical Advisors to deal with the most complex cases Recruited a senior manager to lead on continuous improvement for drivers medical services including providing better and more accessible online information

Vocational drivers To support tackling the ‘Drivers Shortage’ we have reduced turnaround times for vocational customers. First Applications are prioritised on receipt at DVLA. We have an urgent referral system from the call centre to DM casework when vocational customers ring our contact centre explaining they are: working abroad, have an imminent driving test, job pending, job at risk, are first applications. We respond to these within 24 hours. Issued letters to Trade Associations in the haulage and passenger transport industry encouraging vocational drivers with restricted period licences to submit their renewal applications early (56 days before reminder is issued). All literature relating to vocational drivers has been revised to advise drivers to retain their licence whilst medical investigations continue. This allows them to continue with their plans to book driving tests and drive abroad.

Reducing follow up telephone calls (around 1 million a year).
