Mali’s Investment Code guarantees full rights and protection for investors Non-Discrimination Foreign investors have the same rights and privileges as local investors . Repatriation of Funds Individuals and corporations who make foreign currency investments in Mali are guaranteed the right to repatriate their capital and profits. Foreign Ownership Foreign investors are not obliged to have a Malian partner in their investments. The capital can be 100% foreign. Expropriation Investors are guaranteed against nationalization and expropriation. Dispute Resolution Mali is a member of the International Center for Dispute Resolution (CIRDI) and the Communal Court for Justice and Arbitration (CCJA) of the Organization for the Harmonization of the Business Environment in Africa (OHADA). Investment Guarantee Investments in Mali are guaranteed under Article 15 of the treaty establishing the Multilateral Investment Guarantee Agency (MIGA).

9 4.1 Agriculture With the two largest rivers in West Africa and vast alluvial plains, Mali has the best irrigation potential in the region Nearly 2 million hectares of irrigable land yet to be equipped 2 largest rivers in West Africa (Niger and Senegal rivers) - largest inland water area in the region Estimated 2.2 million hectares total irrigable land - only 300,000 under irrigation today Office du Niger is one of the largest irrigated perimeters in Africa Senegal river catchment: 90,000 ha irrigable Niger river catchment: 2,1 million ha irrigable, including - Haute Vallee du Niger (100,000 ha) - Office du Niger (250,000 ha) San-Mopti (800,000 ha)

4.1 Agriculture (contd.) With vast arable land and relatively low population density, Mali has one of the largest untapped land assets in the region 37 million hectares of untapped arable land Over 40 million hectares of arable land - four times the arable area of Senegal - third largest in West Africa. Low population density - second highest arable land area per capita in the region. Only 7% of potential used - 37 million hectares of untapped useable land assets - an area larger than Germany. Among the top producer in West Africa with an estimated livestock of more than 7,8 million cattle, 22 million sheep and goats and camels. Comparative advantage in leather production. Meat factories, slaughterhouses, milk processing plant and tanneries.

4.3 Mining Mali has a rich and diverse natural resources Gold 3rd producer in Africa, Production of 70 tons/year (estimation of 800 tons in reserve) Oil Studies have shown presence of important reserve, particularly in the Northern part of the country Limestone Over 100 million tons in reserve (Kayes, Hombori, Sikasso) Uranium Studies revealed trails and additional studies are underway Iron 1,360 billion tons in reserve Lithium Interesting findings Bauxite 1,2 billion tons in reserve Phosphates 53 millions tons in reserve

The mining sector is a big lime consumer and guarantees an increasing demand in the long run Gold production is constantly increasing The mining sector needs an important amount of lime Today, the gold sector is the principal user. Their demand is expected to increase by 50% in the next 3 years and reach tons. Iron and bauxite deposits are still not exploited. These sectors are even bigger consumer of lime than the gold sector. In Western Europe, 30 % of lime is used for the steel industry. 16 4.5 Business tourism Strategically situated in west Africa, Mali has been a premium destination for international conferences. Mali will host the upcoming Africa-France summit in 2016 Geographic position 1 to 2 hours flight time between the capital Bamako and other WAEMU and ECOWAS State capitals. Extension of the International Bamako Airport to be finalize (1.5 millions passengers). The new fret terminal is operational since 2011. « Open Sky » Hosting infrastructure Hotels and housing sectors in constant growth. Conference centers available in several hotels.

4.6 Tourism The government is seeking to attract investment in the tourism sector in five main locations in the country Mopti 5. Timbuktu Main entry-point and staging post for exploring the Center, with flights from Bamako, river boats to Timbuktu and the Inland Delta with road access to the Pays Dogon and Djenné Ancient city surrounded by Niger with mud mosque, museums and bustling ports and markets Iconic remote city, on the edge of the Sahara Ancient trade, education and religious center. Home to the unmistakable Tuareg Classified as World Heritage site by UNESCO Gourma 4.
