2 ORIGIN OF THE INITIATIVE
The Law on Transparency, Access to Public Information and Good Governance (LTAIBG) was published on 10 December 2013 Working Group: Member with a judicial background, the Secretary General, the Director of Communication and the Director of the Judicial Documentation Centre (CENDOJ) Agreement with Transparency International Spain (TIE) Transparency Portals of the High Courts of Justice of each Autonomous Region, the National High Court and the Supreme Court (2015 and 2016) Data repository on court proceedings for corruption

3 ECONOMIC ACTIVITY AREA
Budget management: audits and oversight Contracting activity Costs of all travels and missions outside the seat of the Council by the President, the Members and the Secretary General Protocol expenditure, the salaries paid to the President, the Members and the Secretary General, staff, etc. Financial value of the holdings and assets of the President, the Members of the Standing Committee and the Secretary General

4 INSTITUTIONAL ACTIVITY AREA
Profile of the management and initiatives implemented by the President of the Council and its twenty Members Agenda of meetings both of the Plenary and of each Committee of the Council – Standing Committee, Equality Committee, Economic Affairs Committee and Disciplinary Committee Decisions adopted Institutional Agenda of both the President and the Institution

5 SELECTION AND APPOINTMENT OF HOLDERS OF HIGH JUDICIAL OFFICES
Competence to appoint Supreme Court Justices and the Presiding Justices of its five Chambers, and also the Presidents of all Spanish courts at different level Information on the entire process: -Vacancy announcement with a description of the requirements for applying candidates -Information on the applications submitted for the vacancy: CV and interview of the candidates -Final decision adopted by the Plenary

6 PORTALS WITHIN THE TRANSPARENCY PORTAL
Regional High Courts of Justice -Rules for allocation of cases to the courts within the respective region -Agendas of the meetings and the decisions adopted by the Governance Chamber -Calendars of the Examining Courts on duty -Institutional agenda of the President of the respective Regional High Court -Directory of all courts of justice and prosecutor´s offices of the region National Court of Justice -Information on the rules of allocation of cases amongst the several divisions and chambers of the court -Agendas of the meetings and the decisions adopted by the Governance Chamber -Court lists of all divisions and chambers -Calendars of the Central Examining Courts on duty -Institutional agenda of the President of the National Court

7 PORTALS WITHIN THE TRANSPARENCY PORTAL
Supreme Court -Information on the decisions made by the Governance Chamber of the Court -Agendas of the meetings and the decisions adopted by the Governance Chamber -Court lists of the five Divisions of the Supreme Court -Economic information concerning the Supreme Court: budget assigned for formal functions and protocol and the degree of execution of such budget -Statistical information of the activity of the five Divisions of the Court -Case-law search engine -Specific section where the decisions regarding matters of interest for the public and the latest decisions by each Division of the Court are presented -Tracing the process of their cases or appeals before the Supreme Court

8 TRANSPARENCY IN JUSTICE
Information on all of the courts and their judges, with their location and contact details Compatibility of the non-judicial activities of members of Judiciary Data repository on court proceedings for corruption INFORMATION AND COMMUNICATION WITH CITIZENS No requirement the identification of the applicant for information Client satisfaction survey

9 CONCLUSIONS Transparency is an attitude
Transparency is based on the acceptance that suspicion is the worst enemy for the legitimacy of the public institutions Updated information regarding the participation of Spanish judges in the fight against corruption Updated data base on judicial proceedings regarding offences of corruption To offer citizens additional useful information, such as time estimates of the processing and disposal of cases in the various branches of the Spanish jurisdiction
