GENERAL COUNCIL FOR THE JUDICIARY OF SPAIN
Constitutional body, governed by the Spanish Constitution of 1978 (article 122) and the Law on the Judiciary adopted in 1985 Governance and management of the Spanish Judiciary The functions are not jurisdictional but organisational and managerial The Council was installed in 1980 and is composed by a President (who is also the President of the Supreme Court) and 20 additional members with a judicial or legal background All members of the Council are appointed by Parliament

THE TRANSPARENCY PORTAL: THE ORIGIN
The Law on Transparency, Access to Public Information and Good Governance was published on 10 December 2013 Establishment of a working group by the President of the CGPJ with the aim of bringing the CGPJ Transparency Portal into operation Signing of an Agreement with the organization Transparency International Spain (TIE) Transparency Portals of the High Courts of Justice of each Autonomous Region, the National High Court and the Supreme Court have been put into full operation ( ) A data repository was published on court proceedings for corruption (January 2017)

TRANSPARENCY POLICY Transparency as a highly valuable instrument for democratic regeneration of public institutions Transparency as a means of fight against corruption Development of the Transparency Portal according to the following criteria -The contents available on the Transparency Portal go further than the obligations laid down in the Law itself -Commitment with a transparent attitude in the management of the bodies of governance of the Judiciary -Commitment with an open governance -Commitment with accountability -Opening of the governance body of the Judiciary to all citizens -Right of access through simple forms without the need to identify the applicant

MAIN RESULTS Public Website visits: Transparency visits:
2012: 3,405,580 2013: 4,226,471 2014: 4,459,045 2015: 4,990,586 2016: 5,472,033 Transparency visits: 2014: 27,860 (since July 2) 2015: 45,636 2016: 111,947 (72,913 concerned the CGPJ)

OPTIONS FOR THE FUTURE Transparency policies by focusing on new goals aimed at increasing the transparency of the courts Useful information on the daily functioning of the courts To provide reliable information as to the expected processing and adjudication time of proceedings in the courts of each territory Usefulness of the information on the functioning of the courts of Justice
