1 Impact of the EU directives in the national practices
– towards INSPIRE implementation in Bulgaria Evgenia Karadjova BAGIS

2 BAGIS Bulgarian Association for Geospatial Information Systems – non-profit organization Mission Our mission is to foster the growth of the GIS society in Bulgaria and to promote the development and wider use of GI and GIS in Bulgaria in the field of business, science, and government for a more sustainable development.

3 INSPIRE is part of a bigger (GI) picture
Galileo Water Framework GEOSS SISE Access to Environ. Info GMES SEIS Re-use of PSI Lisbon strategy Galileo is Europe's initiative for a state-of-the-art global navigation satellite system, providing a highly accurate, global positioning service under civilian control. While providing autonomous navigation and positioning services, Galileo will at the same time be interoperable with GPS and GLONASS, the two other global satellite navigation systems. The fully deployed Galileo system will consist of 30 satellites and the associated ground infrastructure Global Earth Observation System of Systems (GEOSS). This emerging public infrastructure is interconnecting a diverse and growing array of instruments and systems for monitoring and forecasting changes in the global environment. This “system of systems” supports policymakers, resource managers, science researchers and many other experts and decision-makers. 4 Water Framework Directive
Ministry of Environment and Water

5 INSPIRE Directive INSPIRE lays down general rules to establish an Infrastructure for Spatial Information in Europe for the purposes of Community environmental policies and policies or activities which may have an impact on the environment. INSPIRE to be based on the infrastructures for spatial information established and operated by the Member States. INSPIRE does not require collection of new spatial data INSPIRE does not affect existing Intellectual Property Rights

6 INSPIRE Directive Key elements: Metadata
Spatial datasets and spatial data services Network services Spatial data exchange, access and usage agreements and policies Mechanisms for coordination and monitoring Processes and Procedures

7 INSPIRE Directive Key prerequisites: Spatial data management
Spatial data quality Standards and Interoperability GI/GIS Capacity (trained people, accumulated knowledge, …)

8 INSPIRE Directive The importance of cadastre
Reference data (Annex 1 of the Directive) Already a working system (for the whole process) Key role for many other systems ( utility, municipal, etc..) ???

9 INSPIRE Directive BG - Data themes readiness
Towards INSPIRE Implementation in BG BG - Data themes readiness Reference data (Annex 1 of the Directive): Coordinate reference systems Geographical grid systems Cadastre Parcels Administrative units Cadastre Agency Military Geographic Service, BG Army

10 INSPIRE Directive BG - data themes readiness
Reference data (Annex 1 of the Directive): Hydrography Protected sites River Basin directorates, MOEW NATURA, MOEW

11 INSPIRE Directive BG - data themes readiness
And others (Annexes 2-3 of the Directive): Soil Utility services Atmospheric conditions … Electricity System Operator, NEC Executive Soils Agency

12 INSPIRE Directive Technological readiness Implemented GIS:
For almost all data themes Ensuring better quality data & metadata Already some SOA based (web services) Implementing OGC/ISO and general IT standards Supporting e-Government

13 INSPIRE Directive Capacity readiness Technology (SW+HW)
Data (Metadata) Procedures People

14 INSPIRE Directive The road ahead:
Data Harmonization: Implementation of Implementing Rules & Data Specifications Metadata development/harmonization: Implementing Rules & Metadata Regulation Network services provision: Network Architecture, Implementing Rules & Technical Guidance Access / Sharing agreements, e-commerce …

15 INSPIRE Directive The road ahead: Increasing GI/GIS capacity Trainings
Best practice sharing communication, coordination and collaboration

16 Thank you!
