Update February 2017: 94 newly added substances Mostly substances under assessment for REACH PACT or phase 3 of Canadian Chemical Management Plan (CMP3) 39 revisions 4 deletions Clarifying explanation for substance group biocides Effective Date 1st March 2017 Active substances marked "D" are either approved or under review by EU authorities for the mentioned Product Types (PT). Why are PACT Substances in focus for GADSL? New developments need years of preparation, many time consuming tests etc. When a part finally is ready for production it should be usable for the following years without redesign. OEMs and suppliers have the need to know years before a possible restriction or prohibition Agreement in GASG to use the EU REACH PACT substances as early warning system Public Activities Coordination Tool, PACT GADSL Developments | CLEPA Materials Regulations Event | 17th May 2017

REACH PACT substances “The Public Activities Coordination Tool, PACT gives advanced notice of substances that are on an authority’s radar…” Inclusion in the PACT means that a Member State or ECHA is examining the substance Properties are expected to be cmr, pbt, sensitizer, endocrine disruptors Assessment should give indication for follow up (regulatory) actions Substances are not yet restricted for use due to GADSL listing! If not elsewhere regulated, PACT substances are not prohibited. April 2017 : 371 substances and substance groups under review EU GADSL Technical Team is selecting the GADSL relevant substances: ~ 110 already listed ~ 20 marked as “no further action needed” by ECHA ~ 180 already identified as not relevant (liquid, reactive…) ~ 50 proposals to add to GADSL 15 open evaluations (25 April) GADSL Developments | CLEPA Materials Regulations Event | 17th May 2017

REACH Candidate List contains substances with CAS numbers and substance groups without defined substance list behind. In addition in the dossiers more CAS numbers are listed! ACEA TF REACH created list of additional CAS’ for substance groups and the ones from the dossiers. GADSL Teams check the list for GADSL relevance.
