Review Training Plan Overall objectives and general principles of the BENEFIT Training Programme. Structures in Place Inventory of current educational capacity in region Review success Regional needs and capacity for meeting them Identify Problems International linkages and support Recommend Approach Proposed Action Plan Start-up training projects and activities

“Building appropriate human and material capacity
BENEFIT GOAL “Building appropriate human and material capacity for marine science and technology in the countries bordering the Benguela ecosystem” Review Training Plan Structures in Place Review success TRAINING GOAL “Enhance and retain human capacity in marine science and technology in the region and develop local training capacity in these areas, in conjunction with international bodies with an interest in promoting human development in marine science and technology within the region ” Identify Problems Recommend Approach
5
Principles Review Training Plan
To build the human capacity in the region, particularly in areas of greatest need and greatest historical disadvantage. To maintain, develop, and enhance the national and regional infrastructure and co-operation needed to support fisheries-related marine science and technology in the region To assist the countries in the region in achieving self-sufficiency in marine science and technology, so that the living resources of the Benguela ecosystem can be managed rationally on a sustainable basis for the benefit of the local inhabitants. Structures in Place Review success Identify Problems Recommend Approach
6
Formal training via academic institutions
Guidelines Formal training via academic institutions In-service training via projects Review Training Plan Bridging the capacity gap between north and south in the region is seen as a top priority – The transfer of skills and expertise between partner countries will help to reduce the capacity gap between them - BENEFIT will strive to promote regionalisation of training standards in order to eventually remove the disparities between existing standards Structures in Place Review success From an oceanographic perspective, priority will be given to training pertinent to the Benguela current system and those waters bordering on and interacting with it. Identify Problems Preference will be given to local rather than overseas education of trainers and trainees whenever possible. Overseas training will be supported where local facilities are inadequate. Recommend Approach Training capacity in the region will be developed through the sharing of expertise wherever possible.

Lack of dedicated funding
e.g. Training Manuals / videos Stock Assessment Cruises Course development Review Training Plan Structures in Place Why are we still talking about training? Needs are greater than BENEFIT’s current capacity. Review success In situ training - amorphous structure (BENEFIT and BCLME) Identify Problems Once-off vs. ongoing - sustainability Recommend Approach No training hub Retention, continuity, institutional memory – What happens in the institutes happens in BENEFIT. PhDs and MSc don’t provide this.

Review Training Plan Revisit Training Plan – re-evaluate & update. Dedicated funds for implementing the Training Plan /Programme – (c.f. borrowed from RWG / EWG) Structures in Place Review success Example of Angolan contribution to BENEFIT Address the attrition and retention problem Identify Problems Appoint a training officer - TWG to remain In an advisory and consultative role.
