Developing modern education and training systems Promoting the attractiveness of higher education Supporting the attractiveness of transnational learning and employment mobility for young people (DG EMPL) = EURES A framework for youth employment (DG EMPL) Help to get a first job and start a career - Support youth at risk – Youth guarantee Provide adequate social safety nets Support young entrepreneurs and self-employment 5

1. Implementation of the EU Skills Panorama - preparation Online-tool, input from a broad range of sources - European Vacancy Monitor / European Job Mobility Bulletin i.a. TOP 25 growth occupations 2. Network of national skills anticipation bodies - - Existing structures: PES working group “New Skills for New Jobs” - Relations with sector skills councils Communication on “Labour market information and skills governance” - preparation 2011 1. Stakeholder Conference on Flexicurity Start will be the Tripartite Social Forum in March to discuss the Agenda and in particular Flexicurity While the stakeholders conference on flexicurity was postponed to autumn 2011 – reason why DG EMPL would like to wait until a later stage when more concrete 2. Skills Panorama Is a comprehensive set of information including forecasting based on the work of Cedefop, Member states projections, EVM, work of the European Sectors Counci´s´Council on Skills and Employment, other studies, but also an analysis of skills mismatches through employers‘ surveys Other actions are dedicated to health and safety at work, very important directives – Working Time Directive and the improvement of the implementation of the posting of workers directive Objective. Cental and easy-to-use access point on information aroung future skills needs, as of 2012 or in the medium-term if not to be realised so fast – more than just a „librarary“, processing and presenting information in a way that is accessible for individuals and useful also for policymaking and institutional stakeholders One component will be the „European Vacancy Monitor“ started in The first product, the first number of the bulletins was launched togehter with the „Agenda for New Skills and Jobs“ on 23rd of November 2010. Short presentation of the project including the building-up approach 3. Sector Skills Councils 8
