June 2017 to October 2017 State must meet with stakeholders, including SAPs, to develop: Reasonable risk ratio thresholds Reasonable cell sizes Reasonable n-sizes Reasonable progress Number of years of data Justifications for each

Considerations for States
States should consider how many stakeholder meetings they may need to convene, whether they may need to use video conferencing, and which relevant stakeholders, in addition to SAP members, they should seek advice from when setting these standards.
