Emergency Care Data Set (ECDS)

This document has been produced on behalf of the ECDS Project Board in collaboration with the organisations listed above.

Progress update: The ECDS “Directions” were accepted by NHS Digital last week – means we can legally hold the data from 1 August 2017 Purdah – as soon as purdah ends we’ll have the files on the NHS Digital web page ( Hopefully this will be around 15th June NHS England have finalised the Tariff / HRG / contract guidance (see Technical User Guidance, see later slides) CQUIN guidance is now released – v1.2 includes some minor updates HES mappings will be part of the web page update CQUIN – plans due at the end of June Early adoption scheme Any feedback on the SQL script we shared last session?

An update re: HRG / Tariff mappings:
If you submit no treatments or no valid treatments then the autogrouper will receive the value “99” = “None (consider guidance / advice option)” If you submit no investigations or no valid investigations then the autogrouper will receive the value “24” = “None” This will ensure generation of an HRG rather than U-grouping You’ll need to ensure your local mapping behaves in the same way to ensure the local grouper matches the SUS Autogrouper

Local XML validation We will carry out server-side XML validation and provide a report back to the submitter It is each site’s responsibility to have carried out XML validation before submission to SUS+ It will save time to validate the XML before submission to NHS Digital (MESH) This is straightforward – try a google of “xml validator”

Summarises findings from the pilot Short – 5 pages (excluding title / header pages) Things to remember when reading about pilot: The aim was to: Capture any impact and burden of ECDS collection in ED Prove some ECDS concepts & benefit enablers Verify code sets However … Payments could not be affected No double entry of data Other services / data sets / PAS etc. could not be affected Implemented in a way that would be easy to reverse (at end of pilot) Not an end to end process - CDS 010 still A&E CDS Used previous ECDS version (July 2016)

Some key points for Informatics / IT
Strong clinical leadership and communication is needed Also involve nursing and clerical staff Consider using it as an opportunity to upgrade working processes – ensure modified EDIS fits with work flow For deployment use ‘crib sheets’ and wall charts in key places (e.g. for the new clinical code sets) In reception area also use crib sheets to help staff collect new data items Explaining to staff why the system is changing e.g. Can support implementation of rapid triage (satisfying CQC requirements) Ability to compare self with other emergency departments Potential to get more resources to better match workload

Other Useful Info … The pilot had no impact on performance - Published four hour performance indicator was not affected LTHT chose to keep the changes made for the pilot ECDS implementation, technical, user guidance and FAQ’s are available Implementation Toolkit will be available
