- to make policing more effective - set up 1st modern police force United States - New York – 1st city in US to create police force

4 Federal 1789 – Attorney General US Department of Justice - to standardize legal opinions and manage legal proceedings 1908 – 34 special agents in DOJ - (set up by TR) 1909 – became Bureau of Investigation

5 1923 – J. Edgar Hoover – Director - hired to get rid of corruption 1924 – centralized storage of fingerprints 1932 – set up crime lab 1935 – became FBI

6 Federal Agencies Justice Dept – FBI, DEA, INS
Treasury Dept – ATF, IRS, Secret Service Dept of Defense – internal investigation of military ALL controlled by federal statutes – determine jurisdiction
