Slide 2 What is IPIECA? IPIECA helps the oil and gas industry improve its environmental and social performance by: Developing and sharing knowledge and good practice Engaging members and others in the industry Working in partnership with key stakeholders. IPIECA is the industry’s principal channel of communication with the United Nations. • Community Grievance Mechanisms Lessons Learned • Azrina Abdullah

What are Community Grievance Mechanisms?
Slide 4 What are Community Grievance Mechanisms? CGMs are processes for receiving, investigating, responding to and closing out complaints or grievances from affected communities in a timely, fair and consistent manner Efficient, timely and low-cost forms of conflict resolution Do not replace but complement state-based judicial/non-judicial forms of remedy • Community Grievance Mechanisms Lessons Learned • Azrina Abdullah

IPIECA’s Research Project
Slide 5 IPIECA’s Research Project Two-year collaborative learning project using seven pilot projects to collect first-hand experiences of CGMs 7 companies with diverse range of sites across three continents: Onshore/offshore Developed/developing countries Conventional/unconventional resources Indigenous/non-indigenous populations Sites were responsible for implementation • Community Grievance Mechanisms Lessons Learned • Azrina Abdullah

Slide 6 Lessons Learned Integrated approach – CGMs work best as integral components of an overall approach to community engagement within existing management systems Management buy-in at site and corporate level is critical Ensure adequate internal alignment Contractors alignment/conformance with the process Need robust system for managing, tracking, close-out, learning of grievances Analyze and measure effectiveness and success Flexibility – CGMs must be responsive and are not one-size-fits-all Base CGMs on risks and local circumstances Launch a CGM at most favourable time for project and community Address grievances in timely manner Use as relationship building, stakeholder engagement tool • Community Grievance Mechanisms Lessons Learned • Azrina Abdullah

Slide 7 Outcome: The Manual Community grievance mechanisms in the oil and gas industry (the Manual) launched January 2015 Provides practical, step-by-step, user-friendly guidance for CGM implementation 2 main sections: Implementation and day-to-day management of effective operational level CGMs Explores corporate framework in directing and managing CGMs, and highlights pathways to company wide implementation • Community Grievance Mechanisms Lessons Learned • Azrina Abdullah
8
Slide 8 Conclusion The Manual is a valuable practical guide based on field experience, with helpful tools for anyone involved with CGMs in the sector. However, the collective learning of IPIECA members on CGMs is an ongoing process, and our industry must be ready to continually adapt and update our approach. • Community Grievance Mechanisms Lessons Learned • Azrina Abdullah
