STRATEGIC DOCUMENTS ON THE DEVELOPMENT OF INFORMATION SOCIETY IN LITHUANIA
Strategy on Public Administration Development until 2010 – the goal is to create an environment for the development of public administration system. The Strategy is based on the following vision: ”The public administration system which provides better public services and takes into account personal needs, which adopts the EU institutional, administration and political process experience“. Lithuanian Information Society Development Strategy – provides for key national goals promoting the development of information society in Lithuania. The Strategy is based on the following vision: “A modern information society, i.e. educated and continuously learning society, where activities of the members are based on information, knowledge and solutions offered by the most advanced technologies“. Plan of Measures for the Implementation of the Strategy on Public Administration Development until 2010 – provides for measures to realise the goals raised in the Strategy; Programme for the Lithuanian Information Society Development – has been prepared for the implementation of the Lithuanian Information Society Development Strategy, establishing goals for the development of information society in Lithuanian for 3 years. Position Paper on E-Government - aims at improving (by using digital technologies) the delivery of public services to public and municipal authorities and institutions (hereinafter referred to as the institutions), to individuals of the Republic of Lithuania, and businesses.

PUBLIC ELECTRONIC SERVICE FOR REAL PROPERTY TRANSACTIONS (NETSVEP PROJECT)
NETSVEP project started in 2006. The project was funded from the EU Structural Funds and by the Government of the Republic of Lithuania. One-stop-shop principle – parties to the transaction communicate only with the notary. Electronic documents – information is entered and examined only once, probability of errors is minimised. Integrated environment – all actions are performed within the framework of one system.

CONCLUSIONS: ADVATANGES OF PROVIDING E-SERVICES BASED ON “ONE-STOP-SHOP” PRINCIPLE
Simplification of administrative procedures and bureaucracy; More efficient implementation of legal acts; Closer co-operation between public institutions, agencies and authorities; Lower labour costs; Transparency of public services provision; Better accessibility of services for the citizens; Time and energy-saving solution for the citizens; Quicker communication with businesses accelerate business processes and efficiency.
