External Affairs Mission is to educate NYC residents, children, businesses and community groups about emergency preparedness. Aim to accomplish this via printed guides, website, public events, social media, press and other venues. Run programs for volunteers, businesses, schools and community groups. Solomon Fellow Project: Partners in Preparedness
NYC Office of Emergency Management Solomon Fellow Project: Partners in Preparedness Developed in 2011, this program encourages NYC organizations (businesses, non-profits, community groups and government agencies) to complete five steps to become an OEM Partner in Preparedness. Involves outreach, social media, programming via webinars and special events. 2013 goal is to increase the number of Official Partners. Focus will be on outreach and increased partner engagement. Training and Exercises
NYC Office of Emergency Management Training and Exercises Training and Exercises has three separate units: Training: Facilitates, develops, and delivers OEM and interagency training Exercises: Designs and conducts exercises to test plans and interagency coordination EOC Management: Oversees the running of the EOC as a central location for partners to coordinate during OEM is developing an OEM Emergency Management Academy. The academy will serve as the City’s umbrella for emergency management-related training, exercise, and learning initiatives

NYC Department for the Aging
Agency Mission Established in 1973 through Older American Act created of 1965. Lead agency in NYC government to address issues regarding older adults. Largest Federal Area Agency on Aging in the Nation of 665 agencies. DFTA works for the empowerment, independence, dignity and quality of life of New York City's diverse older adults and for the support of their families through advocacy, education and the coordination and delivery of services.

NYC Department for the Aging Agency Description
Work with over 400 community based programs to provide services to older adults, such as lunches, home delivered meals, social service, educational and recreational activities, and transportation services. Provide Volunteer and work opportunities through Senior Employment Program, Foster Grandparents and Health Promotions. Help for caregivers is available through the Alzheimer’s & Long Term Care, Grandparents Resources Center & Health Insurance Information Counseling Assistance Program (HIICAP) units at Department for the Aging. Case management agencies provide one-stop access to home-delivered meals, home care attendants, chore services, and other support services for homebound older adults.

NYC Department for the Aging Solomon Fellowship Project In , DFTA began working on the development of the neighborhood hub concept. The Solomon Fellow will continue to work on this project, which was delayed due to Hurricane Sandy. Once neighborhood hub is identified, the Fellow will map the surrounding agencies in the neighborhood hub area. Promote neighborhood hub to the community. Use the results of pilot survey to produce a plan to duplicate in other neighborhoods. Involves community outreach, program development, and research.

DOHMH: largest public health agency in the United States Agency Mission: protect and promote health of all New Yorkers DOHMH is a “Primary Agency” for “Public Health Emergency” incidents under NYC Citywide Incident Management System (CIMS) Disease Surveillance Laboratory Services Environmental Health/Radiation Issues Mental Hygiene Mass distribution of medications DOHMH Office of Emergency Preparedness and Response supports planning/response in CIMS-defined competencies provides planning/response support to NYC health system Major public health campaigns – many of which have corresponding media campaigns: Increased awareness/availability of healthy food options (“NYC Green Carts”; sodium reduction/awareness) Fighting obesity (calorie counts in restaurants; limits on size of sugary beverages) Childhood vaccinations; seasonal influenza vaccinations Awareness of sexually transmitted diseases/teen pregnancy/condom availability Restaurant inspections/report cards/safety

Public Health Operations During Hurricane Sandy Response
NYC Department of Health and Mental Hygiene (DOHMH) Public Health Operations During Hurricane Sandy Response DOHMH activities during 2012 Hurricane Sandy: Supported healthcare facility evacuation and repatriation operations Tracked patient/residents from health care facilities relocated to shelter system Conducted door-to-door canvassing/wellness checks of impacted populations Supported distribution of medications, supplies, water, and food Monitored availability of primary care services in impacted areas Conducted community outreach and public information (e.g., mold remediation) Distributed N95 respirators to volunteer groups and communities Supported NYC Restoration Center staffing needs (particularly Mental Health) and facilitated staff support provided by 1,200 NYC Medical Reserve Corps volunteers Evaluation of Agency Response Continues 2013 Hurricane Season Planning Underway In the 2012 Hurricane Sandy response, DOHMH was able to respond effectively to citywide response needs and in support of the overall citywide operations. Major agency-led activities included tracking nursing home and adult care facility residents that had to be relocated (i.e., Patient Tracker), serving as the NYC field command for and performing targeted door-to-door canvassing in NYC’s most impacted neighborhoods in early days of the citywide response, and providing agency and Medical Reserve Corps volunteer staff to Special Medical Needs Shelters. With NYSDOH and other ESF-8 agency partners, supported repatriation of healthcare facilities Led by NYS DOH and supported by key NYC stakeholders to healthcare facility evacuation and repatriation Hospitals, Nursing Homes and Adult Care Facilities Over 6,000 patients from 37 HCF’s evacuated Moved acute patients from NHs and ACFs into available beds Many residents refused to leave homes (despite mandatory evacuation) * DOHMH led teams of federal assets in high-rise building canvassing in the Rockaways and Coney Island to identify critical needs and wellness checks: >35,000 units canvassed; 1,800 household received food/water; > 400 people received prescriptions and on-site medical care; ~50 evacuated for medical reasons DOHMH supported subsequent FDNY-led multi-agency effort to visit residents of severely damaged single-family homes and multiple-unit dwellings < 6 stories and provide supplies. DOHMH created and managed a system to track patients evacuated from NHs and ACFs so individuals could be located and reunified with family; tracked over 1700 patients sent to Special Medical Needs Shelters (SMNS) DOHMH was able to assist approximate 250 families looking for loved ones Distributed approximately 260,000 N95 respirators via NYC Restoration Centers and in impacted areas. Provided information to the public through various communication methods * Guidance on mold, living without heat, respirator usage, air and water quality, stress and mental health issues * Staffed NYC Restoration Centers with Environmental and Mental Health Staff DOHMH monitored availability and restoration of primary care services Provided information regarding available providers, pharmacies and mental health services to the public

Community Resilience and Recovery Initiative
NYC Department of Health and Mental Hygiene (DOHMH) Community Resilience and Recovery Initiative GOAL: Implement a five year, multi-pronged approach that aims to bring together multidisciplinary community sectors to enhance NYC’s resilience to man-made or natural disasters. What Is Community Resilience? Community resilience is defined as a community’s capability to prepare, withstand, and recover from natural or man-made disasters (Community Leaders Focus Group, 2011) Consistent with PPD-8: “Whole Community Approach” – all federal preparedness grants expected to support community engagement and consideration. Defined as “the sustained ability of a community to withstand and recover from adversity (e.g., economic stress, man-made or natural disaster)” (RAND)

NYC Department of Health and Mental Hygiene (DOHMH) Solomon Fellow Project The Solomon Fellow will participate in a variety of projects, including: Youth Engagement Framework Vulnerable Populations Response Guide DOHMH Threat Response Guides Social Media Monitoring Team Development Evaluation: OEM/DOHMH Liaison Officer training and/or guide Develop and coordinate evaluation of 2014 Mass Prophylaxis Exercise (“RAMPEX”) Others to be determined, based on interest and experience of the Fellow Youth Engagement Framework Vulnerable Populations Response Guides DOHMH Threat Response Guide/Survey Alignment project (Product: development of survey questions designed to improve assessment of agency response operations across incidents and mobilized groups) Refinement of DOHMH social media monitoring response function (Product: refined social media response handbook and DOHMH Incident Command System training materials) EVALUATION FOR A FULL SCALE EXERCISE. Learn to develop evaluation materials and plan coordination of a team of evaluators for 2014 multi-agency mass prophylaxis full-scale exercise (20+ POD sites citywide). This will promote skill building in meeting coordination, survey, hotwash and EEG (exercise evaluation guide) design, and if relevant, analysis and/or synthesis of findings for OEPR’s training and evaluation units. EVALUATION FOR A LIASON TRAINING MANUAL. Conduct a retrospective review of DOHMH- and OEM-based Sandy requests of the DOHMH Liaison Officer position during citywide responses; this project involves research and project management skills, including Sandy-related content synthesis; interpersonal meetings with lead LNO, Exercises and Training Unit, and others; development of a project plan, and implementing a manual and/or training guidance to be used in future responses.

Mayor’s Office of Immigrant Affairs (MOIA)
Description Building on its Charter mandate, the Mayor’s Office of Immigrant Affairs promotes the well-being of immigrant communities by recommending policies and programs that facilitate successful integration of immigrant New Yorkers into the civic, economic, and cultural life of the City. Objectives Ensure Access: Promote use of City services by immigrant New Yorkers Build Bridges: Liaison to immigrant communities and encourage dialogue and collaboration between City agencies and immigrant communities Offer Expertise: Serve as a key resource regarding immigrants Celebrate Contributions: Coordinate programs celebrating immigrant contributions and supporting immigrant heritage

Mayor’s Office of Immigrant Affairs (MOIA) Solomon Fellow Project
Host the Neighborhood Leadership Institute (NLI), including a series of free skill-building workshops to emerging immigrant leaders. Goal for is to partner with OEM to include an emergency preparedness component of the NLI Aim to engage and educate local emerging immigrant leaders so that she/he can engage immigrant populations Assist in the development and implementation of emergency preparedness workshops for immigrant community leaders. Involves program evaluation and development, cross-cultural community outreach, social media, and community education.

Department of Youth and Community Development (DYCD)
Description DYCD was created in 1996 to provide the City of New York with high quality youth and family programming. Fund over 1500 CBOs that provide a range of high-quality youth and community development programs, including: Beacon Community Centers Cornerstone Community Centers Immigrant Services Initiative Jobs and Internships for Youth Literacy for adults, adolescents and families Out-of-School Time Runaway and Homeless Youth Outreach Summer Youth Employment Program Serve as the designated Community Action Agency for New York City
