What is TC3? AASHTO’s Training TSP Transportation Curriculum Coordination Council (Originally Established in 2000) Technical Workforce Development National Coordinated Approach Leveraged Resources Cost-Effective Course Development AASHTO Technical Service Program (TSP) as of 2013 As a reminder, The TC3 was established in 2000, for the purpose of improving training opportunities for the transportation technical workforce, while applying innovative measures to reduce duplication of efforts and costs to transportation agencies. A variety of national resources existed that supported the development of the professional workforce in transportation; the TC3 was established to fill the gap that existed for supporting the technical workforce. The TC3 was established as a pooled fund program, leveraging the collected contributions of those supporting DOTs to build and maintain a comprehensive training curriculum for the front-line technical workforce in surface transportation. The pooled fund structure allowed for a national coordinated approach to curriculum development, allowed for leveraging of financial and other resources, and achieved an extremely cost-effective course development process. After originally operating as a Federal Pooled Fund Program, the TC3 was established as an AASHTO Technical Service Program in the spring of 2013, to continue their focus on the STATES and providing national training resources. The Technical Service Program model is also a Pooled Fund program primarily supported by the State DOTs.

TC3 MISSION Serve the Transportation Community
Develop, maintain, and provide effective access for a quality training curriculum to enhance the competency of the nation’s transportation technical workforce, with the focus on construction, maintenance, and materials. TC3 VISION Be the resource that the transportation industry relies on for job-related competency training, focusing on the construction, maintenance, and materials technical workforce. The Mission of the TC3 is to: Read the mission statement and expound. The courses in the curriculum are our products, the primary outputs of our efforts. They are developed to improve the knowledge, skills, and abilities of the technical workforce, ultimately improving the quality of the products and services provided by the transportation agencies. Focus remains on the areas construction, maintenance, and materials although expansion is being considered for other disciplines. Our Vision is to be the resource that the transportation industry relies on for job-related competency training, initially focusing on the construction, maintenance, and materials technical workforce. This vision is to be achieved through: Collaborating with our partners Developing quality, cost-effective training Engaging appropriate subject matter experts Avoiding redundancy by sharing training nationally Ensuring the accessibility of all training

Products and Services Developed Through Collaboration
TC3 Products Available Employee Competency Matrices Comprehensive Web-Based Curriculum State Sharing Program Mobile Application The TC3 has a number of quality products and resources to support the transportation industry. The first is our Employee Competency Matrices, which were developed to identify the core competencies of the technical workforce, and help guide the development of our course content. We are working to provide interactivity between the matrices and the curriculum to assist users in identifying appropriate training. Next is our web-based training curriculum which has grown to more than 110 courses and covers the following discipline areas: Construction Maintenance Materials Traffic and Safety Pavement Preservation Employee Development Curriculum expansion is being considered for other disciplines as well. Our State Sharing Program is very popular for states that have their own internal LMS systems.

Free Access to TC3 Curriculum – 120+ Courses Participation in the State Sharing Program State Representation on TC3 Council Influence in Curriculum Expansion Travel Sponsorship to TC3 Annual Meeting There are several benefits for state DOTs who contribute to the TC3 technical service program: Free Access to All TC3 Curriculum TC3 offers more than 110 web-based training (WBT) courses with a commitment to develop 25 or more additional hours annually. These WBTs make up a comprehensive curriculum developed in accordance with the TC3 matrices. TC3 courses are national-level training targeting the frontline technical workforce in the areas of construction, maintenance, and materials. DOT Employees can access training 24/7 at training.transportation.org, start and stop sessions to fit their schedules, as well as print personalized certificates and see transcripts of completed courses. Free access is only provided for States that contribute to the Technical Service Program. 2. Participation in State Sharing Program TC3’s State Sharing Program provides the published TC3 trainings for internal state DOT learning management systems (LMSs) to ensure improved access to the curriculum for DOT employees. 3. State Representation on TC3 Council Representation on the TC3 Council can provide an opportunity for your state to help shape the national landscape for transportation technical workforce training. DOT volunteers have an opportunity to support six working committees structured to help accomplish the Council’s mission. 4. Influence in Curriculum Expansion TC3 develops approximately 25 hours of new web-based training each year in addition to updating existing courses as needed. Representation on the TC3 Council allows your DOT to participate in the selection and prioritization of courses that are developed and updated. 5. Free Travel Sponsorship to TC3 Annual Meeting Contributing DOTs are provided with one free travel sponsorship for attendance at TC3’s annual meeting. Sponsorship covers all travel costs and registration fees for one DOT representative to participate in the meeting.

Benefits of TC3 Cost $avings
TC3 allows states to cost-effectively train staff with quality, relevant course material, saving them from the increasing training costs that continuously challenge DOT managers. TC3 annually develops up to 25 hours of web-based training (WBT), a level that could cost up to $325,000 if developed by individual states. Additional savings could exceed $150 per person/per training event. The first cornerstone benefit identified is in regard to COST SAVINGS. How many of your states or organizations are developing your own web-based technical training? How many of you are developing 25 hours of course material per year? Did you know that developing 25 hours of web-accessible course content could cost in excess of $ 325,000? The TC3 is developing 25 hours of course content annually. If your state was a contributor to the TC3 Technical Service Program at $ 20,000 per year, the return on that investment in the form of access to new training resources is 1,525% Nowhere else can you even imagine a return that large on any investment. And that return can be even higher if we were to encourage more states and more partners to contribute to this program allowing to develop more course hours per year. Additional savings could exceed $150 per person / per training event. Since the TC3 course are web-based your organization could realize additional savings related to avoiding the cost of classroom-based courses with paid instructors, facility costs, and associated student travel costs. These costs were not even quantified in the return on investment shown here.

TC3 courses are created using a rapid course development process through a collaboration of national best practices and subject matter experts. TC3 provides an evolving, quality curriculum to meet the challenges of today and tomorrow. TC3’s LMS offers improved user-friendly functionality. TC3 analyzes and updates courses on a 24- month basis. The next cornerstone benefit is the use of INNOVATION by leveraging technologies. Our course content represents national best practices by using a national network of subject matter experts. These are folks who have a finger on the pulse of the ever-changing needs in the industry. Accessibility to these resources allows for a rapid course development process. We’re leveraging technology for 100% access to the curriculum, on demand.

Benefits of TC3 Skilled Workforce
As the current workforce retires, TC3 is dedicated to help protect against the loss of knowledge for the new workforce through quality training. More than 140,000+ individuals have now trained through the TC3. 100% of AASHTO member states engage in TC3 training to develop the skills of their construction, maintenance, and materials workforce. TC3 training accounts for 80% of national-level training needed by the technical workforce. Over 90% of TC3’s courses are recommended for professional development hours (PDHs). At the core of it all, is the commitment and responsibility to continually develop the transportation workforce. The TC3 has been very involved in the workforce development discussion at the national level. We have collaborated with the: TRB – Education & Training and Workforce Development Committee National Transportation Training Directors National Workforce Development Centers National Cooperative Highway Research Program (NCHRP) and others. Each of these organizations recognize the need to be proactively developing our workforce to be able to maintain necessary competencies as our workers retire, as advancing technologies are introduced, and as we compete with more glamorous industries for talented workers.
