School IPM Prevention Monitoring Established Action Thresholds Least Hazardous Methods Communication If synthetic pesticides are required, insure that correct methods are used such that only the targeted pests are harmed.

The California Healthy Schools Act
The California Healthy Schools Act of 2000 (AB 2260) Amendments in 2005 (AB 405), 2006 (AB 2865), and 2014 (SB 1405). The HSA is located in the Business and Professions Code, the Education Code, the Food and Agricultural Code, and the Health and Safety Code. HSA consists of 9 points for school sites and licensed childcare facilities to follow

1. IPM Coordinator The IPM Coordinator is responsible for…
pest management activities. communication and outreach to school staff and public. staff and volunteer training as required by HSA. compliance with the Healthy Schools Act. The IPM Coordinator is the cornerstone of HSA compliance and IPM best practices within a school district

DPR’s Ideal IPM Coordinator
When directly asked, “What would you like to see in your ideal IPM Coordinator?” the following characteristics were cited by DPR: Adheres to the HSA requirements for public transparency Uses preventative pest practices as the basis of their pest management program Understands the unique nature of children’s health and puts children first and foremost Uses pesticides only when absolutely necessary and only after exhausting all other non-pesticide options first Is a good communicator and record-keeper Understands pest biology Has the ear of those with the power to make changes and who have similar interest in protecting kids and staff

2. Prohibited Pesticides
Never use prohibited pesticides on school sites. A list of prohibited pesticides may be found on the DPR website Products may be prohibited because they have been canceled or suspended by DPR, or may be under phaseout of use IPM Coordinator is responsible for knowing pesticide status

3. IPM Plan Each school district must compose and make available an IPM Plan. DPR provides a template for the IPM Plan. The plan must be posted on the school’s website, or if the school does not have a website, the school district’s website. In the absence of both a school and a district website, a copy of the plan must be sent to parents/guardians on an annual basis.

4. Annual Notification of Pesticides
Written notification of all pesticide to be used during the year List of products and active ingredients Internet address for DPR’s pesticide usage information Notice of new pesticides must be given 72 hours in advance How to register for notification of pesticide applications

5. Registration and Notification
Staff and parents/guardians of pupils can register to be notified Must be received at least 72 hours before the application. The notice needs to include: Product name Active ingredients Intended date of application , conventional mail, or phone notification. Provide extra time for conventional mail

6. Posting HSA Compliant Signs
24 hours in advance of intended date/time 72 hours after application IPM Coordinator always responsible

Emergency Pesticide Applications
When action must be taken in order to prevent students or staff from coming to harm: Post Warning Signs immediately Leave up for 72 hours Send notification to registered staff and parents/guardians immediately If the pesticide is new, send notification to ALL staff and parents/guardians

7. Records Four years of records of all pesticide applications
Must be available to public per the California Public Records Act Information contained in posted warning signs

8. Reporting Report annual pesticide usage for the previous year to DPR by January 30 Must be recorded on DPR provided forms Form requires: Date/Time applied Type of location application took place Product name and manufacturer of pesticide applied EPA/California Registration Number from pesticide label Amount of pesticide used Type of pest Reason for application May be used for recordkeeping purposes under the HSA

Contractors and Pesticide Application
Contractors report their pesticide usage to DPR Contractors are NOT responsible for HSA Compliance Notification Warning signs Annual notifications IPM Plan Recordkeeping

Specific Exemptions The following items are exempt from most HSA requirements: Self-contained baits and traps Gels or pastes used for crack-and-crevice treatments Antimicrobials Products listed as “minimum-risk” pesticides by the U.S. EPA These items are NOT exempt from training requirements

9. Training DPR-approved training in IPM and the safe use of pesticides around children is required for all persons who may use pesticides under school/district supervision: School staff Teachers/aides Bus Drivers Custodians MOT Volunteers Others Available from the DPR website and approved 3rd party vendors ANY person that uses ANY pesticide, including pesticides exempt from other HSA requirements The best way to avert risk is to require any person working for/with the school district or schools to participate in DPR-approved IPM Training.
