The year 2011 marked 20 years serving airports worldwide I WOULD LIKE TO GIVE YOU A LITTLE BACKGROUND ON ACI. WE CELEBRATED OUR 20 YEARS LAST YEAR. ACI WAS FORMED WHEN THE PREVIOUS TWO ORGANIZATIONS REPRESENTING AIRPORTS MERGED IN 1991 3

OUR MISSION IS TO REPRESENT THE COLLECTIVE INTERESTS OF THE WORLD’S AIRPORTS AND THE COMMUNITIES THEY SERVE. WE PROMOTE PROFESSIONAL EXCELLENCE IN AIRPORT OPERATIONS AND MANAGEMENT, AND WE STRIVE FOR A SAFE, SECURE AND SUSTAINABLE AIR TRANSPORTATION SYSTEM THAT CONTINUES TO BE A DRIVER OF ECONOMIC VITALITY FOR COMMUNITIES WORLDWIDE.

AIRPORTS ARE UNIQUE AND COME IN A HUGE RANGE OF SHAPES AND SIZES. THERE IS AN OLD SAYING…..IF YOU HAVE SEEN ONE AIRPORT…..YOU HAVE SEEN ONE AIRPORT THEIR RANGE IS OFTEN GOES BEYOND AERONAUTICAL ACTIVITY. THEY HAVE BECOME ENGINES OF SOCIOECONOMIC GROWTH. AVIATION PLAYS A VITAL ROLE FOR ECONOMIES AND TOURISM – AND THEREFORE THEIR AIRPORTS ARE VITAL TOO

(BEAR IN MIND THAT AIRPORTS COUNT ARRIVING AND DEPARTING PASSENGERS, SO THESE NUMBERS ARE TWICE THOSE THAT THE AIRINES REPORT – THE NUMBER OF PEOPLE TAKING A FLIGHT) IN THE FIRST HALF OF 2012, GROWTH HAS REMAINED AT 5% Source: ACI World 8

9 Growth Factors Include:
2028 (the Block 3 horizon) is only 15 years away! By then, we expect close to 10 BILLION passengers, a near doubling from now GDP GROWTH, POPULATION GROWTH AND INCREASE IN PROPENSITY TO TRAVEL – ESPECIALLY IN THE MARKETS WHICH ARE NOT YET MATURE WITH THE INTERCONNECTEDNESS OF EACH OF US IN THIS ROOM, WHAT WE SHOULD ALL FOCUS ON GOING FORWARD WITH A STANDARD SET OF SOLUTIONS FOR AIR NAVIGATION – PRECISELY THE PURPOSE OF THE AIR NAVIGATION CONFERENCE Growth Factors Include: GDP Growth Population Growth Propensity to Travel

10 Airports are Facing Challenges
Capacity constraints Congestion Aircraft delays Increased carbon emissions Managing Real-time airport operations Irregular operations The situation is likely to get worse with projected traffic growth LOOKING AHEAD TO BLOCKS 2 AND 3: “JOINED UP” OPTIMISATION OF THE SKY AND GROUND IS NEEDED. THIS MEANS EN-ROUTE, TERMINAL AIRSPACE, LANDING AND TAKE-OFF, AIRPORT SURFACE OPERATIONS, GATES, TERMINALS, PARTNERS  AND LANDSIDE. WE SEE A SOLUTION TO THIS THAT INTEGRATES AIRPORTS – AIRPORT CDM- WHICH CAN LEAD TO BENEFICIAL OUTCOMES FOR ALL PARTNERS, ECONOMICALLY, ENVIRONMENTALLY AND IN TERMS OF SAFETY WE DESCRIBE OUR VIEWS IN A PAPER FOR THE CONFERENCE ON AIRPORT CDM. GAINS IN EFFICIENCY IN THE SKY FROM NEW AIR NAVIGATION SYSEMS, NEED TO BE REFLECTED ON THE GROUND Collaborative Decision Making (CDM) is needed to overcome these challenges

CDM Evolution and Integration Example Inter-Continental Inflight CDM ICAO - System Wide Information Management (SWIM) ICAO Aviation System Block Upgrades THERE IS A HIERARCHY OF CDM SYSTEMS, WITH STAND-ALONE AIRPORT SYSTEMS AS A BUILDING BLOCK, REGIONAL SYSTEMS ARE NEXT USING INFLIGHT AND AIRPORT CDM TO CREATE WHAT WE CALL NETWORK CDM FINALLY THERE IS THE WORLDWIDE OR INTERCONTINENTAL LEVEL, WHICH BECOMES POSSIBLE WITH THE FULL DEVELOPMENT OF THE ASBU SYSTEM TO LEVEL 2 AND 3. Challenges (2) Enhance predictability of airport operations AIRPORT OPERATIONS ARE NOT WELL ANTICIPATED INFORMED DECISION-MAKING UNDER RAPIDLY CHANGING OPERATING CONDITIONS – WHICH IS ESPECIALLY USEFUL DURING DEVIATIONS FROM NORMAL OPERATIONS (IRREGULAR OPERATIONS).

Challenges (3) Optimise the utilisation of airport resources AIRPORT RESOURCES ARE LIMITED AND SO ARE THE POSSIBILITIES OF GROWTH AT MOST AIRPORTS. NEW GREENFIELD AIRPORTS ARE RARE IN MOST PARTS OF THE WORLD

Challenges (5) Better integrate the airports into the ATM Network THIS MAP OF EUROPE SHOWS TRAFFIC DENSITY IN THE AIRSPACE ABOVE EUROPE WHICH MIRRORS THE CONCENTRATION OF MAJOR AIRPORTS IT IS IMPORTANT TO AVOID THAT AIRPORTS ARE ‘BLACK HOLES’ AS FAR AS THE ATM NETWORK IS CONCERNED - WHAT GOES ON AT AIRPORTS MUST BE KNOWN AND SHARED

ACRIS – Airport Community Recommended Information Services Aviation industry has:  Recommended Process Definitions (flow descriptions) - i.e. Airport CDM milestones  Recommended Data Descriptions (envelopes) - i.e. AIDX – Aviation Information Data Exchange - XML schema approved by ACI and IATA … but we need:  Recommended ‘web-service’ interfaces that show: WHAT data is available, HOW this data can be exchanged, and HOW this data can be (re)used in an efficient way. WE WANT TO PROMOTE EASY AND STANDARDISED WAYS OF IMPLEMENTING AIRPORT CDM ACI’s ACRIS IS A WAY OF DOING THIS, USING EASILY ACCESSIBLE WEB SERVICES TO EXCHANGE VITAL DATA BETWEEN PARTNERS, SUCH AS FLIGHT STATUS AND AIRPORT MILESTONE INFORMATION (E.G. TOBT / TARGET OFF BLOCK TIME) This is what the ACI ACRIS WG is focusing on ACRIS RP (ACI502A10) approved by the ACI World Governing Board © 2012 Airports Council International

21 BENEFITS Performance Based Navigation for Airport Operators
Environment Reduced emissions Capacity Reduced delays Safety Especially for runway ends not served by precision navigation aids I ALSO WANT TO DISCUSS PBN, ON WHICH ACI HAS FILED A PAPER SUPPORTING ICAO AND OUR PARTNERS AIRPORTS FULLY SUBSCRIBE TO THE BENEFITS OF PBN ENVIRONMENT CAPACITY SAFETY 21

22 Noise Concerns Noise exposure remains a major problem
Airports need permission to grow Land use planning around airports can create new problems New approach and departure routes need to be planned with the airport operator and surrounding communities HOWEVER; NEW APPROACH AND DEPARTURE ROUTES ARE A VERY SENSITIVE MATTER AND NEED TO BE PLANNED TOGETHER WITH THE AIRPORT OPERATOR FROM THE OUTSET 22

24 Impediments to Performance Based Navigation
Aircraft equipage: many older aircraft not equipped for PBN Lack of PBN procedures at some airports PBN capable aircraft may have to fit in with non-PBN capable aircraft on same flight tracks Pilot demand for radar vectoring for quickest arrival time Congested airspace makes aircraft arrival time management difficult THE IMPEDIMENTS HAVE ALREADY BEEN TOUCHED ON 24

Increase capacity with new approach and departure routes Reorganize traffic/ Creative Vision Overlay PBN and non-PBN procedures THERE ARE GOOD WAYS TO OVERCOME SUCH PROBLEMS 25
