Central Valley Promise (CVP)
History APLU Transformational Planning Grant (CSUF) & FUSD/FUSE Project (FUSD) Partners SCCCD, West Hills CCD, CSUF, Fresno USD, Kings Canyon USD, Sanger USD SCCCD/ WHCCD Project CA Promise Program site visits - Long Beach, Oakland Research on Promise programs, including Tennessee Promise & Cuesta Promise West Hills CCD and SCCCD agree to collaborate on a regional project Meeting with educational partners - outline of proposal constructed What the current project adds to prior CVP work SCCCD & WHCCD to lead educational partners in project fulfillment. Existing Projects Expansion by “CA College Promise Innovation Grant” Executive Committee Participation requirements for students set CVP App development Regional advertising established Plan for regional program roll out Development of pilot cohort project includes Clovis Community College Development of sustainability models Exploration of expanded K-12 outreach Planning processes supported by CFF funding included grant writing services. HISTORY: APLU (Association of Public and Land-grant Universities); CSU, Fresno – “The California Central Valley Project” becomes the “Central Valley Promise”; Initial planning and developed among partner group. MILESTONES: ‘Central Valley Promise’ established CVP Executive Board developed and regular meeting calendared Fresno State begins work on CVP App and marketing campaign College Futures Foundation; Fresno Unified teams with FUSE Corps (San Francisco based) to: Review and develop methods to strengthen student engagement Foster FUSD student college going behaviors and Develop a plan to continue their work on the Promise PARTNERS: SCCCD is a convener across sectors and k12s across our whole region. This project is an example of the district’s leadership role. Rather than applying for a single college grant, or even a districtwide grant, we chose to seek funding on a regional basis; including not only our own colleges and feeder high schools, but those of our regional community college sister – West Hills. After being approached by SCCCD and having a chance to review and discuss our planned regional approach – WHCCD chose to not apply for funds, but instead offered their full support of our proposal. Education/Pilot Committee Intersegmental coordination of Pilot activities Development of grant required systems at community colleges (SCCCD and WHCCD collaboration) Leveraging of existing projects focused on college-going behaviors as part of ‘umbrella of services’ Structure GRANT REQUIRED ADMINISTRATIVE ELEMENTS: Placement for incoming freshmen via multiple measures; Priority registration; Ability to register for a full year of coursework at once (WHCCD already does this and can provide models and best practice, SCCCD leadership is committed) Targeted outreach regarding the Associate Degrees for Transfer and the California Community College Transfer Entitlement Cal Grant program; CVP IS A CLEARINGHOUSE OF INFORAMTION ON COLLEGE-GOING SERVICES AND STRUCTURES Lead By: State Center & West Hills CCD Includes: Representatives from all educational partner groups EMPOWERING THROUGH EDUCATIONAL EXCELLENCE Fresno City College | Reedley College | Clovis Community College | Madera & Oakhurst Community College Centers

Sustainability Committee “Local” SCCC Foundation Educational Partners’ Foundations Regional Central Valley Community Foundation Structure Emphasis on need for reginal fundraising and support mechanisms – as demonstrated by other Promise programs both in CA and elsewhere. This is the key to the future of the project. Currently in negotiations with the Central Valley Comm. Foundation regarding development and launch of the Regional effort Target is $20 million in five years. First 15 months (May 2017 – July 2018) Regional CVP community and participant awareness Pilot project structures developed Fall 2018 – Spring 2019 (August 2018 – May 2019) Pilot project runs at all three SCCCD campus sites Summer 2019 (May grant end of 6/30/19) Pilot evaluation period CVP updates/expansion based on results POST GRANT (Fall 2019 and beyond)… Timeline Initial 15 months: Project development and organization between SCCCD/WHCCD and educational partners (Hiring of CVP Champion) Professional development to create ‘grass roots’ understanding of project Developing connections to existing local educational initiatives to create ‘umbrella of services’ Creation of intersegmental policies/procedures to support CVP on an ongoing basis Outreach to all students/parents at K-12 partner sites Outreach to community members (project support and sustainability) Creation/expansion of sustainability model with Central Valley Community Foundation and educational partners local foundations (lead by SCCC Foundation) Pilot Project: Fall 2018: including students from Fresno, Kings Canyon, and Sanger USDs 489 students estimated to be served Each receives their first semester of CC free (last-dollar-funding) Progress tracked for the following educational success factors: # / % of HS students in region who are prepared to attend college # / % of HS students in region placing in college-level math and English courses # / % who complete AA/AS or CTE certificates # / % who complete who transfer to 4-yr college # / % who complete a BA/BS Reduction/elimination of ‘achievement gaps’ (equity education) Summer 2019: Grant mandated: Finalization of overall CVP Project Plan Allows for replication of project to an extended partner group throughout region Post-pilot discussion of expansion regions to be targeted with ongoing program Supported by regional sustainability model (CVCF) Fall 2019 estimates by USD provided Goal is to cover all local districts Current estimates include as many as 4,491 students at a cost of $483,41 EMPOWERING THROUGH EDUCATIONAL EXCELLENCE Fresno City College | Reedley College | Clovis Community College | Madera & Oakhurst Community College Centers
