Wed Summer Series: 12 races from 5 July to 20 Sept – 6:50 Wed Twilight Series: 6 races from 26 Sept to 1 Nov – 6:40 Sunday Spring Series: 12 races from 9 April to 2 July – 2:00 – 4:30 No races on Mothers Day or Regatta weekends Sunday Fall Series: 10 races from 16 July to 24 Sept– 2:00 – 4:30 No races on Regatta weekends. Wed Series is on consecutive weeks with no interruptions – Note the time change Sunday series takes a break on Regatta weekends

Insurance is encouraged Proposed mark / course changes (see new course diagram) Allow more permanent mark usage Move #2 to west side – opposite #5 Add new “Y” permanent mark near north end At time limit, boats on final leg scored in place, others get DNF 60% of races completed are scored (up from 51%) Boats not starting avoid start area – now subject to protest Hit finish mark subject to protest by racer or RC RC cannot protest on the water Move in US Sailing is to go to standard SI – See Appx S: Standard Sailing instructions US sailing strongly urges boats to have insurance if racing – be sure you tell insurance that you are racing. Permanent marks: Trying to get more courses using permanent marks. Boats can be protested for breaking Sis Stay out of box if not starting – if interfere can be protested I seen several boats hit the finish pin. Required to go to course side, do a turn and finish. SI’s now state boats are to stay out of starting box – Boats can be protested for violating Sis. Only

8 Race committee obligations
RC duty sign up via Sign-up-Genius Boats not represented will be assigned open slots You are responsible to show-up or find a replacement RC Management Handbook on RC boat for reference PRO – brings recorder and flag attendant Safety – brings mark set (or does it single handed) Scoring Penalty & RC Duty Sign up now for RC duty If not signed up, I will assign Your responsibility to show up or get a replacement I will be creating a new RC Handbook that explains duties of each position and common tasks (change course, shorten course, abandon, etc) Been some discussion regarding RC duty. Current NOR/SI allows boat to be sailed and scored while skipper is doing RC. Gives skipper extra throw out.

Be aware of new permanent mark location RC needs minimum 3 people: Line Signals Recorder New RC Management Handbook on-board Motor If motor not “peeing”, don’t take it out. Don’t leave motor running entire race! Be aware of changes in Notice of Race and Sailing Instructions RC Individual OCS and General Recall procedures RC can protest boats in starting/finish area Record wind speed at start of each race Record PRO and Safety designated boat (for RC scoring credit) Need 3 people on RC boat 1 sights line 1 records OCS boats and finishes 1 handles flags and sounds Motor Get there early. Start motor and make sure it pees If not, use hangar to clear drain tube If still not – don’t use it! Do not leave motor running during the race Starting a race: We will no longer call out “all clear” – guidance is to only call out OCS boats. If OCS, line tells recorder boats that are OCS and when they are cleared. At start if OCS – line tells flagger individual or General – flagger raises flag and makes sounds Line calls out sail numbers on radio channel 68 “X-Ray, X-Ray, X-Ray: sail number; break, sail number break, repeat New RC scoring sheet Note wind speed at start of race Note PRO and Safety and Boat/Sail number getting credit.

10 PHRF Background PHRF is an observational rule, not straight measurement Tries to create a level playing field by cancelling out inherent advantages or disadvantages of each class of boat Assumes a boat is in tip-top racing condition Suffers from constraint of applying one rating system to all US Sailing is moving to a new National Reference Rating System – 1) Base Rating Changes 2) Adjustment Changes

11 PHRF - Wind conditions Will apply three common PHRF calculations based on Wind Speed (at first start) to facilitate more accurate scoring. Light Wind < 8 mph TCF=788/(600+PHRF) Medium Wind 8 to 14 mph TCF=738/(550+PHRF) Heavy Wind 15+ mph TCF=688/(500+PHRF)

15 Phrf committee Move from a Czar to a Committee approach to respond to requests for PHRF rating changes Consists of three representatives, one from each fleet: Nan Schulze (Red Fleet), Larry Conrad (Blue/White Fleet), and TBD (Green) Boat Owners may submit a request to Score Keeper Identify reason for rating change Provide data to support request Score Keeper “chairs” the PHRF Committee Receive boat owner’s request and documentation, forward to Committee to review Ask Committee to vote (and provide feedback) within 5-10 days of receipt Approval requires concurrence from 2 of 3 Committee members Score Keeper does not vote Notify Boat Owner of decision, including feedback from Committee
