2. The Finnish Committee for Research Data (1/2)
Background:
The Council of Finnish Academies (suom. Tiedeakatemiain neuvottelukunta, TANK) hosts a network of 35 national committees, which represent their respective fields of science in international scientific organisations
The national committees in particular provide the Finnish representation of their areas in the context of the International Council for Science (ICSU)
The Finnish Committee for Research Data (suom. Data-asiain kansalliskomitea) was established by TANK in June 2015
Within ICSU, research data issues are coordinated by the Committee on Data for Science and Technology (CODATA), and FCRD represents Finland at CODATA

FCRD purpose: "to promote the principles of open data and open science in Finland, and to advance the effective use of research data and good practices in its management"

4. Purpose of the Present Event
To increase awareness about the concept of data citation and the emerging ecosystems supporting it, and discuss the concrete actions needed to make data citations a part of everyday research practice in Finland and the other Nordic countries

5. What is Data Citation and Why is it Important?
To make the application of open research data an integral part of everyday research practice, data sets must be citable, similarly as research publications are now
A data citation is simply “a reference to data for the purpose of credit attribution and facilitation of access to the data”1
Data citations are important, because they:
facilitate the reuse of open research data
provide mechanisms of credit and attribution for contributors to data
enhance the verifiability and reproducibility of data-intensive research
promote good data management practices

6. What are the challenges?
Developing a well-functioning data citation culture requires a significant amount of development, coordination and training in e.g.:
Data infrastructures (well-established and easy to use repositories, persistent storage, version control)
Access mechanisms (persistent identifiers, PID resolution)
Metadata standards
Data publication opportunities
Data quality metrics and academic reward systems
Academic research data management and citation culture
Instituting the requisite changes involves a large number of stakeholders: infrastructure providers, libraries, publishers, funding agencies, policy-makers, researchers,…

7. Objectives of the Present Event
To become familiar with the concept of data citation, its significance for open science, and the technical, political and cultural developments needed to make data citations an everyday research practice
To be informed of the international state of the art in the development of data citation policies and practices
Assess the Finnish and Nordic level of preparedness in the international context
Discuss the actions needed by different stakeholders to advance the Finnish and Nordic competences in this area
