1 SNEL 3rd XI Limited Over Regulations 2016
Andrew Kennedy on behalf of the Sub-committee

2 Background At the SGM in Oct 2015 a new rule was passed to allow experimental playing regulations to be trialled for a year. A sub-committee was formed to discuss potential regulation changes that would be implemented for the 2016 season. These changes were designed to provide a simplified set of regulations across all levels and to provide a shorter game at the lowest levels including a split format for the 3rd XI divisions. Overall the aim was to provide a modified set of playing formats to both increase and retain participation within the Essex League

3 New limited over regulations for 3rd XI Divisions THE BASICS
Matches shall be of 45 overs a side and shall start at 1pm.   There will be a tea interval of 30 minutes in between innings. It is expected that teams should bowl their overs at a minimum rate of 15 overs per hour. Therefore tea should be at ~4pm and the match should finish at ~7.30pm assuming no interruptions.

4 New limited over regulations for 3rd XI Divisions RAIN RULES
Both teams must have the opportunity of batting at least 20 overs otherwise the match is abandoned (6 pts each) TIME LOST BEFORE THE MATCH STARTS If for any reason a match starts up to 30 minutes late, it shall remain a match of 45 overs. If the match starts more than 30 minutes late, one over is deducted from both teams for every 8 minutes in excess of 30 minutes lost. This means that the latest start time for a 20 over per side match is 5.10pm.

5 New limited over regulations for 3rd XI Divisions RAIN RULES continued
TIME LOST AFTER THE MATCH STARTS There is no further reduction in overs. The game continues until a result is achieved or 8pm whichever is the later. If the 2nd innings has not started by 6.40pm the match is abandoned. If at 8pm the side batting second has not received as many overs as the side batting first (but has received 20 or more overs) the winner is the team with the highest run rate. Tea may be taken during a rain break to save time.

6 New limited over regulations for 3rd XI Divisions RAIN RULES EXAMPLE
70 minutes are lost to rain prior to the start of the match. The match is therefore reduced by 5 overs to a 40 over match. 70 minutes minus 30 minutes of free time = 40 minute reduction = 5 over reduction. Further time is lost to rain during the first and second innings such that by the scheduled close of play of 8pm the side batting second has only received 26 overs. Side A scored in its 40 overs. The run rate for the first innings was 5.00. Side A bats for the full 40 overs regardless of time lost after the start of play Side B were off 26 overs at the close of play (8pm). The run rate for the second innings at the close of play was 5.54 Side B continues to bat until 8pm at which point the game finishes when that over completes. Side B are therefore the winners on run rate.

7 New limited over regulations for 3rd XI Divisions OTHER REGULATIONS
A tie is possible if scores are level in a game with both teams having the same number of overs A tie is also possible if the run rate is identical No declarations No bowler may bowl more than 12 overs in an innings nor more than one quarter of the total overs in a rain reduced match.
