2 The Role of the School Librarian
The School Library Association believes that the School Librarian has an essential and unique specialist role to play in supporting pupils’ learning and their development into effective, independent learners and readers. The School Librarian should be: a partner with teaching staff in the education process a partner in supporting individual learning styles an acknowledged expert in resource and information provision and management a leader and partner with teaching staff in the collaborative design and implementation of information literacy programmes throughout the school a leader in creating and developing a climate to promote and support reading for pleasure across the school an acknowledged partner with all departments to effectively support and resource each key stage a partner in out of hours learning The School Librarian should have the same entitlement to continuing professional development as teaching staff and paid holiday as required by the Working Time Regulations. School libraries in the UK Over 1,500 secondary, middle, special and independent schools and 655 primary schools took part in a CILIP School Libraries Group commissioned survey into school library provision and use in the UK. (2010) Key findings from the survey School librarians support literacy and encourage reading for pleasure. There is a growing gap between the best services and the rest in terms of funding levels, staffing and services. 87% of qualified librarians contribute to information literacy work in their school. The vision and support of senior management is vital to school library success. Too many school libraries are staffed by unqualified people lacking the skills and knowledge to work effectively with teachers.

School librarians work in both state and independent schools. A school librarian might also be referred to as a learning resources or learning centre manager. The school library or learning centre is where collections of books and journals are held along with access to the internet, audio-visual material and where students can enjoy self-directed learning. The librarian will promote the use of the service as essential to the learning targets of the school. They will also participate fully in the life of the school through regular meetings with teaching and management staff. Responsibilities include teaching information literacy skills, and encouraging and assessing reader development through activities like shadowing the Carnegie Medal for children’s and young people’s fiction. Sometimes they are responsible for the virtual learning environment.

A Department for Education spokeswoman said: "We want all children to read widely and well and believe school libraries can play a vital role in fostering that love of reading. "We trust schools to decide on whether to provide and maintain a library service for their pupils." 7 April 2016

The traditional concept of the librarian as the guardian of books is still held by many in whose own school experience librarians functioned a non-teaching role. Anecdotal evidence indicates that in a number of international schools, the library is still staffed in the unplanned fashion, with a part time parent volunteer or a teacher with a few timetable release periods. The school may be the place where the school librarian has library qualifications, but library skills should be instructed in isolation from the curriculum. Moreover, there are also a number of researches which link well-funded school libraries, which are staff by professional and teacher librarians, dedicated to student achievement.

Your library is a catalyst for literacy and reading and for teaching and scaffolding inquiry learning. School libraries make a difference to students’ understanding and achievement and provide support for teaching and learning throughout the school. The school library is an important part of the school community and reflects and welcomes this community. Your school library plays a key role in the cultural and social life of the school. It can be a central point for engagement with all kinds of reading, cultural activities, access to information, knowledge building, deep thinking and lively discussion.
