3. HUD Homeless Assistance Grants
HUD’s Homeless Assistance Grants account is the federal government’s largest targeted investment in homelessness. Within it are two primary programs – the Continuum of Care and Emergency Solutions Grants.

5. Current Data 2016 Point-In-Time Count:
Nearly 550,000 people experienced homelessness in a 24 hour period in January 2016, trending down from 2010.
2015 Annual Data:
About million people sleep in emergency shelter or transitional housing during the entire year

6. Status of Program Regulations

7. ESG Interim Rule Update
HUD is reviewing comments from the ESG Notice for Additional Public Comment
Due to the Housing Opportunity Through Modernization Act of 2016, Public Law (HOTMA) amendment (signed 7/29/16), local governments may now subaward ESG funds to Public Housing Agencies (PHAs) and Local Redevelopment Agencies (LRAs).
A CPD Notice and FAQs will be available soon that will provide more guidance about the statutory change.
All recipients are now required to submit the ESG-CAPER Annual Reporting Tool (eCart) as part of CAPER submissions.
Old Expenditures: SNAPS is focusing on reconciling the expenditure of older ESG funds ( ).

9. CoC Program: Comments on CoC Formula

10. HOPWA Formula Modernization
HOPWA Modernization will be implemented with the FY2017 formula allocation.
The current formula is based on cumulative AIDS cases and 55% of the numbers distributing allocation amounts are based on deceased individuals.
The current formula does not distribute funding based on need of people living with HIV.
July H.R signed into law - the “Housing Opportunity Through Modernization Act of 2016” - included the modernization of the HOPWA formula that takes into account current HIV epidemic trends.
OHH published a CPD Notice explaining how the changes to the formula will be implemented over the next several years.
OHH will undertake rulemaking process to revise regulations at 24 CFR Part 574 consistent with HOTMA and propose other changes.
OHH is developing a comprehensive TA strategy to assist communities most affected by HOPWA formula modernization.

11. HOPWA Formula Modernization Next Steps for Implementation
The Office of HIV/AIDS Housing:
published a notice explaining how the changes to the formula will be implemented over the next several years.
OHH will undertake rulemaking to revise regulations at 24 CFR Part 574 consistent with HOTMA and propose other changes to modernize the HOPWA program.
OHH is developing a comprehensive technical assistance strategy to assist communities most impacted by HOPWA formula modernization.
