HORIZON 2020 The EU Framework Programme for Research and Innovation
the biggest EU Research and Innovation programme ever with nearly €80 billion of funding available over 7 years (2014 to 2020); the financial instrument implementing the Innovation Union, a Europe 2020 flagship initiative aimed at securing Europe's global competitiveness. Association to the EU Framework Programmes for Research and Innovation
October 11, 2011: Máire Geoghegan-Quinn, European Commissioner for Research, Innovation and Science and Gheorghe Duca, President of the Academy of Sciences of the Republic of Moldova, signed the Memorandum of Understanding for the association of Moldova to the EU's Seventh Research Framework Programme ( ). July 1st, 2014: five Western Balkan countries (Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro and Serbia) and the Republic of Moldova secured full access to the European Union's new seven year research and innovation programme, Horizon 2020: ( ).

Objectives O.1. Providing funding to SMEs in their early stages of activity O.2. Support available Business innovation grants for feasibility assessment purposes (optional phase I): EUR 50,000 (lump sum) per project (70% of total cost of the project); Business innovation grants for innovation development & demonstration purposes (possible phase II): an amount in the indicative range of EUR 500,000 and 2,5 million (70% of total cost of the project as a general rule); Free-of-charge business coaching (optional in phases I and II), in order to support and enhance the firm’s innovation capacity and help align the project to strategic business needs; Access to a wide range of innovation support services and facilitated access to risk finance (mostly in optional phase III), to facilitate the commercial exploitation of the innovation.

Steps in preparing application and submitting proposal
Contact the SME National Contact Points for H2020, that are entitled to provide SMEs free-of-charge info and guidance on H2020. Access Online SME Instrument call-information page Use specific templates for SME Instrument applications (phase 1 and phase 2). Find them with each of the SME Instrument call topics. There is no specific template for applications to Phase 3. Only SMEs already participating in previous phases might benefit from Phase 3. Submit your application for Phase 1 or Phase 2 at any time. The SME Instrument call is permanently open with more cut-off dates per year.

Evaluation of your proposal
Information on the outcome of the evaluation: - 2 months after the corresponding cut - off date set out above for phase 1 and - 4 months after the corresponding cut - off date set out above for phase 2. Indicative date for the signing of grant agreement: - 1 month from the date of informing applicants in phase 1 and - 2 months from the date of informing applicants in phase 2

Funding and financial administration
Additional funding for covering the 30% gap in Phase 1 and Phase 2 must come from the participating SME(s) (e.g. own resources, private investment, etc. ). Double EU funding for the same project is prohibited. There is an advance payment of grant money: 40% of the lump sum of EUR (phase 1). The guarantee fund will retain 5% of the total amount of the grant. There is a standard budget table provided in the specific template for the technical annex for Phase 1 proposals, which must be used. The description of work (feasibility study) in the application must demonstrate that the envisaged work corresponds to the total eligible costs. Eligible direct costs (partly) covered by SME Instrument funding: costs related to the implementation of the project, such as personnel costs, travel, equipment, infrastructure, goods and services. Please refer to article 6 of the (mono-beneficiary or multi-beneficiary) model grant agreement for full details.

1. What support will be on offer? - Risk-sharing in the form of loans and guarantees - Risk finance in the form of equity - Accompanying measures 2. For who or what? - RDI-driven/ innovative SMEs & small midcaps - Ambitious RDI projects carried out by a variety of recipients (companies, stand-alone projects, SPVs, Universities, Research Centres etc.) 3. To serve which purpose? Stimulate more investment in research and innovation, notably by the private sector No market distortion: intervention only to address financing gaps in the R&D&I delivery chain (notably due to high risk), and as such help translate R&D results to the market (innovation)

How does the product work?
EIF Financial Intermediary Innovative SMEs and Small Mid-Caps New Loans/ Leases 50% Guarantee RSI (predecessor under FP7) was highly successful deployed in 18 countries by 40 financial intermediaries. New Call for Expression of Interest is published. Already 61 agreements signed covering 27 countries (ProCredit Bank in Moldova) Enabling over EUR 6.9bn of loans/ leases to innovative SMEs and Small Mid- Caps.
