From the event narratives for the 7 fatalities in 2015, we know some individuals were not wearing their seatbelt, but it is likely none were.

IOGP Life-Saving Rule “Wear your seat belt”
Drivers and passengers Always use a 3-point seat belt* Check that your seat belt works properly Keep your seat belt properly fastened while in a moving vehicle Check that everyone in the vehicle is wearing a seat belt properly before starting to drive Intervene when your fellow passengers are not wearing seat belts properly Slide: Wear your seat belt A seat belt protects you from injury in the event of an incident while driving and keeps you safe. Includes, for example, safety belts in (rental) cars, taxis, (mini) buses, trucks, cranes, or forklift trucks, and involves persons in moving vehicles when engaged on company business. Exceptions include vehicles where only lap seat belts are available or in public transport where seat belts are not available. Yes, but I drive a truck not a car.
US data shows that using seat belts cuts the risk of death by 45% for people riding in cars and by as much as 60% for those traveling in trucks or SUVs. In Australia 40 unbelted heavy vehicle drivers lose their life every year. In the UK the operator was not wearing a seatbelt for all five fatal accidents when a front end loader overturned. “I don’t wear a seat belt because the truck might catch fire
You can’t get out if you’re unconscious. Being severely injured can also make getting out difficult. By wearing a seat belt, you reduce the likelihood of being injured by 80% in case of a fire. Truck drivers have a better chance of surviving a potentially fatal crash if they are wearing a seat belt. “It's safer to jump free of a crash than be restricted by wearing a seat belt.” Myth busting inspired by VicRoads campaign, see references at end of presentation
