4 Tonkolili District, Sierra Leone
Population: 434,793 Area: 7,003 km² Administratively divided into 11 chiefdoms ~1,000 villages Cumulative number of Ebola cases: 454 EBOLA OUTBREAK UPDATES---April 29, 2015 2 Laura Nic Lochlainn EPIET/MSF Mobilisation of local people and technology in mapping

5 Issues with gaps in mapping
Difficulty in rapidly locating villages of Ebola cases and their contacts due to: Villages with similar names, in different chiefdoms Villages with alternate names Missing locations of recent villages and satellite villages Laura Nic Lochlainn EPIET/MSF Mobilisation of local people and technology in mapping 3

6 Project Aim Improve mapping within Tonkolili District by mobilising local people in order to obtain reliable geographical information to trace Ebola cases and their contacts Improve mapping within Tonkolili District by mobilising local motorcycle riders and using readily available open-access smartphone technology in order to obtain reliable geographical information to enable the tracing of contacts of Ebola cases. Laura Nic Lochlainn EPIET/MSF Mobilisation of local people and technology in mapping 4

7 Project Methods Mobilisation of local people Technology sources used
Open Data Kit (ODK) Collect Open Street Map Android (OsmAnd) Training and costs Laura Nic Lochlainn EPIET/MSF Mobilisation of local people and technology in mapping 5

8 1. Mobilisation of local people
Possible due to availability of Motorbike “okada” drivers Local people with GPS-enabled smartphones Added advantages All familiar with the district Motorbikes able to navigate difficult terrain No training needed for devices Ivan Gayton/MSF All self-owned by 12 of the 24 workers. No resource injection required. Laura Nic Lochlainn EPIET/MSF Mobilisation of local people and technology in mapping 6

9 2. Technology Used Open Data Kit (ODK) Collect software
Open-source tool to create and manage mobile data collection Open Street Map Android (OsmAnd) Map and navigation application with access to high-quality OpenStreetMap (OSM) data Open-source software (therefore safe, known to be virus-free, no ads/payments, no legal issues as with pirated software, and the data belongs to MSF and is secured behind a password on a server that MSF controls). Laura Nic Lochlainn EPIET/MSF Mobilisation of local people and technology in mapping 7

10 2. Technology Used Advantages of ODK Collect Free
Available on the Google Play store for any Android device Easy to transfer survey from Excel to web platform Data secure on a server that MSF controls Open-source software (therefore safe, known to be virus-free, no ads/payments, no legal issues as with pirated software, and the data belongs to MSF and is secured behind a password on a server that MSF controls). Laura Nic Lochlainn EPIET/MSF Mobilisation of local people and technology in mapping 8

11 2. Technology Used Advantages of ODK Collect Advantages of OsmAnd Free
Available on the Google Play store for any Android device Easy to transfer survey from Excel to web platform Data secure on a server that MSF controls Advantages of OsmAnd Free Available on the Google Play store for any Android device Works both online or offline Open-source software (therefore safe, known to be virus-free, no ads/payments, no legal issues as with pirated software, and the data belongs to MSF and is secured behind a password on a server that MSF controls). 12 Information collected with ODK
Village information Village name, chiefdom, ward, constituency and GPS location Alternate or complete name of village Name and contact number of village chief or head No. of households in village Laura Nic Lochlainn EPIET/MSF Mobilisation of local people and technology in mapping 9

13 Information collected with ODK
Village information Health care access in villages Village name, chiefdom, ward, constituency and GPS location Alternate or complete name of village Name and contact number of village chief or head No. of households in village Type of health care facility Name and contact number of local health care worker Location of the nearest health facility, if village is without health care facilities Laura Nic Lochlainn EPIET/MSF Mobilisation of local people and technology in mapping 9
