VISION Summit County is a vital community that is renowned for its natural beauty, quality of life, and economic diversity, that supports a healthy, prosperous, and culturally-diverse citizenry. MISSION Provide excellent, ethical, efficient services that ensure quality of life for present and future generations. VALUES Regional Collaboration: Work with our federal, state, municipal and community partners. Responsive: Take action in a timely manner, meeting the needs our citizens. Preservation: Preserve our land, water, air and culture. Leadership: Motivate others to collaboratively achieve goals.

#1 Transportation and Congestion/Transit Oriented Development (TOD) The County will plan for and make improvements to our transportation system to manage traffic congestion. #2 Workforce Housing The County will facilitate efforts to significantly decrease our deficit in workforce housing in order to have more community members who work and live in our County. #3 Environmental Stewardship Through environmental stewardship and leadership the County will conduct efforts to ensure a positive present and future for our water, land and air quality. #4 Implement County General Plans The General Plan will guide the County’s efforts to apply effective planning, collaboration and programs to manage growth consistent with the community’s needs and values.

11. Transportation/Congestion/TOD
The County will plan for and make improvements to our transportation system to manage traffic congestion.
Maintaining the existing road and trail network in a timely manner that will allow for more efficient use of resources in the future.
Lead in advancing the County’s priorities in transit development.
Continue to seek new funding sources and partnerships that will leverage the new .25 transportation tax.

Ensure that all new development in the urbanizing areas of the County provide alternative means of transportation.
Planning for integration of all modes of transportation.

13. Workforce - Affordable Housing
The County will facilitate efforts to significantly decrease our deficit in workforce/affordable housing to have more community members who work and live in our County.
Integrate housing supply concerns, and specifically workforce/affordable housing, into all policy making and funding allocations. Achieve regional housing choice on par with transportation and green spaces.
Develop and adopt a regional workforce/affordable housing plan that include quantitative standards.
Outside of building specific affordable units, look at other creative means to increase the rental affordable inventory.

14. Environmental Stewardship
Through environmental stewardship and leadership the County will conduct efforts to ensure a positive present and future for our water, land, and air quality.
Revamp the solid waste master plan in an effort to extend the life of the landfill and help achieve Climate Action Plan goals.
Continue to implement the strategies outlined in the Climate Action Plan
Support the Health Department initiative’s regarding water quality, both groundwater and drinking water through mapping, planning, and responsible policy and legislation.

15. Environmental Stewardship Continued
Reduce emissions generated from County operations.
Increase usage of renewable energy throughout the County and lead by example in energy efficiency in County buildings.
Adopt the County Resource Management Plan (RMP). Pursue public lands initiatives that protect open space, protect watersheds, and promote responsible public land use.

Responsibly manage the County’s “new” or developed built environment
Continue our relationship with Rocky Mountain Power, Questar and any other opportune partnerships in pursuit of renewable energy initiatives.
Reduce Vehicle Miles Traveled (VMT) per capita by 5% over the next 10 years.
Study, and if applicable, implement incentive programs for increasing the environmental sustainability of our built environment.

17. IMPLEMENT THE general PLAN
Manage the County’s physical, social, and economic resources through the adoption of the County’s General Plans. Utilize the General Plans to evaluate projects, structure County programs, and/or evaluate the purchase of new land opportunities.
Review and update the General Plans required elements every five (5) years.
Review and update the County’s Development Codes on an annual basis.
Review of revenue position every 5-8 years in relation to property tax statues and conduct Truth In Taxation adjustments where needed.
Review and implement impact fee and service fee changes on an annual basis to ensure fees are keeping pace with cost

18. General Plan Cont.
Departments and offices should seek and implement operational efficiencies when necessary to be proper steward of resources.
Finalize all development code changes forwarded from the East and Snyderville Basin Planning Commissions.
Advance the purchase of open space and agricultural lands that meet the goals of our general plans and other County strategic effects.

19. General Plan Cont.
Advance economic development planning and develop concepts that could improve the economy of Eastern Summit County.
Concentrate County resources and time on programs and projects that advance the Councils strategic goals.
Communicate, educate, and receive feedback from our citizens on issues facing the County and how they can be involved in affecting the issue.
